Situated within the new body of scholarly literature, the book emphasizes critical empirical investigations of intelligence practices, highlighting the specific cultural settings of such practices. By providing Scandinavian perspectives on intelligence studies, the work distinguishes Scandinavian intelligence studies from the predominant Anglo-American perspectives. Throughout the Western world, the past two decades have generated a rapid expansion of the legal mandate, funding, and capabilities of intelligence agencies which, simultaneously, have been pushed to renegotiate and renew their legitimacy and democratic mandate in response to a recurrent pattern of scandals, leaks, and failures. While these tendencies are also evident in Scandinavia, the book argues that it is important to emphasize the unique context of cohesion and trust in state agencies that differentiates Scandinavian welfare states from the American (and to a lesser extent British) contexts. This book brings together scholars from Norway, Sweden, and Denmark to address the continuous renegotiation of the legitimacy of state intelligence as it plays out in a Scandinavian setting. This book will be of interest to students of intelligence studies, Nordic politics, security studies, and International Relations.

This book analyses for the first time the experience of seven small states (Austria, Belgium, Denmark, The Netherlands, Norway, Sweden, and Switzerland) during the last hundred years, starting with the restoration of the gold standard after World War I and ending with Sweden's rejection of the Euro in 2003. The comparative analysis shows that for the most part of the twentieth century the options of policy makers were seriously constrained by a distinct fear of floating exchange rates. Only with the crisis of the European Monetary System (EMS) in 1992–3 did the idea that a flexible exchange rate regime was suited for a small open economy gain currency. The book also analyses the differences among small states and concludes that economic structures or foreign policy orientations were far more important for the timing of regime changes than domestic institutions and policies.

Book excerpt: The author discusses how religious groups, especially Jews, Mormons and Jesuits, were labeled as foreign and constructed as political, moral and national threats in Scandinavia in different periods between c. 1790 and 1960. Key questions are who articulated such opinions, how was the threat depicted, and to what extent did it influence state policies towards these groups. A special focus is given to Norway, because the Constitution of 1814 included a ban against Jews (repelled in 1851) and Jesuits (repelled in 1956), and because Mormons were denied the status of a legal religion until freedom of religion was codified in the Constitution in 1964. The author emphasizes how the construction of religious minorities as perils of society influenced the definition of national identities in all Scandinavia, from the late 18th Century until well after WWII. The argument is that Jews, Mormons and Jesuits all were constructed as "anti-citizens", as opposites of what it meant to be "good" citizens of the nation. The discourse that framed the need for national protection against foreign religious groups was transboundary. Consequently, transnational stereotypes contributed significantly in defining national identities.
