The Dynaflect, Road Rater, and Falling Weight Deflectometer (FWD) ranked highest when compared, using the criteria of cost, operational characteristics, and suitability. Field testing proved the Dynaflect and FWD were nearly equal in overall ability except in operational speed. Here the Dynaflect was superior primarily due to the automated sensor placement. The correlation coefficients obtained showed good agreement between the deflections measured by the two devices on all pavements tested except overlaid CRCP. This study indicates that there may be pavements and conditions for which the Dynaflect does not provide useful information or where present methods of data interpretation do not appear to be adequate.

It consisted of visits to chosen States to determine pavement properties that can be measured and provide data for management decisions. The information collected was supplemented with a literature search and a limited firsthand review of equipment in use. The recommended roadway property measurements needed for pavement condition evaluation as inputs to pavement management systems are skid resistance, roughness, structural capacity, and pavement distress used to assist in pavement repair strategy. Suggestions on data processing, storage, and retrieval are also given in the report.

Book excerpt: This report documents the research performed on evaluation of pavement deflection equipment under Contract DTFH61-85-C-00115 for the Federal Highway Administration. The following devices were included in side-by-side field tests conducted in the Austin, Texas area during the week of August 11, 1986: the Benkelman Beam, C.E.B.T.P. Curviameter, Dynaflect, Dynatest Falling Weight Deflectometer (FWD), Kuab FWD, Phonix FWD, and the Road Rater. The report includes descriptions and comparisons of the devices through information obtained from a literature search, field tests and user survey conducted for this study. The side-by-side test program was performed over a broad range of pavement structures, including thick and thin flexible and rigid pavements, and composite pavements. The measured deflections were compared statistically. Mechanistic interpretations of the measured deflection basins were made and compared.

Book excerpt: In this study a procedure has been developed to evaluate the structural condition of pavements using Road Rater deflection measurements. These procedures compare actual field deflections with deflections calculated by the Chevron N-Layer linear elastic computer program. The results obtained from these procedures are the layer moduli of the pavement materials. Procedures have been developed for asphaltic concrete pavements and composite pavements, including broken and non-broken concrete layers. This report also contains a comparison of structural overlay determined using the results of the new procedure, with overlays calculated using results from the 2-3 Projected procedure currently used by the Pavement Management branch of the Kentucky Transportation Cabinet. A users manual from the computer programs developed during this study is included in the appendix of the report.

Although in both cases a dynamic load is imparted, the determination of the mechanical properties of the pavement is normally performed by using static analyses. In this study, the displacements obtained from dynamic analyses are compared to those provided by conventional static programs when the subbase is a homogeneous soil stratum of finite depth, resting on a much stiffer rock-like material and when the soil properties increase smoothly with depth, as is often the case.

Book excerpt: The objective of this study was to develop an approach for incorporating techniques to interpret and evaluate deflection data for network-level pavement management system (PMS) applications. The first part of this research focused on identifying and evaluating existing techniques, seeking out those that were simple, reliable, and easy to incorporate into current PMS practices, as well as those that produced consistent results. The second part of the research detailed the development of guidelines for the application of recommended techniques and procedures for determining optimum falling weight deflectometer (FWD) test spacing and data collection frequency. While there are many viable techniques available for evaluating the structural capacity of pavements that use FWD for project-level analysis, many of these techniques are time consuming and require an experienced analyst. As a result, using pavement deflection testing for network-level analysis has been limited to date. This guide provides information for the assessment of pavement structural performance for PMS applications. It reflects the general findings presented in the accompanying final report, Simplified Techniques for Evaluation and Interpretation of Pavement Deflections for Network-Level Analysis (FHWA-HRT-12-023).
