Book excerpt: Based on previously unexplored archival documentation, this book offers the first general overview of the history of Italian eugenics, not limited to the decades of Fascist regime, but instead ranging from the beginning of the 1900s to the first half of the 1970s. The Author discusses several fundamental themes of the comparative history of eugenics: the importance of the Latin eugenic model; the relationship between eugenics and fascism; the influence of Catholicism on the eugenic discourse and the complex links between genetics and eugenics. It examines the Liberal pre-fascist period and the post-WW2 transition from fascist and racial eugenics to medical and human genetics. As far as fascist eugenics is concerned, the book provides a refreshing analysis, considering Italian eugenics as the most important case-study in order to define Latin eugenics as an alternative model to its Anglo-American, German and Scandinavian counterparts. Analyses in detail the nature-nurture debate during the State racist campaign in fascist Italy (1938–1943) as a boundary tool in the contraposition between the different institutional, political and ideological currents of fascist racism.

Book excerpt: In Socialism of Fools, Michele Battini focuses on the critical moment during the Enlightenment in which anti-Jewish stereotypes morphed into a sophisticated, modern social anti-Semitism. He recovers the potent anti-Jewish, anticapitalist propaganda that cemented the idea of a Jewish conspiracy in the European mind and connects it to the atrocities that characterized the Jewish experience in the nineteenth and twentieth centuries. Beginning in the eighteenth century, counter-Enlightenment intellectuals and intransigent Catholic writers singled out Jews for conspiring to exploit self-sustaining markets and the liberal state. These ideas spread among socialist and labor movements in the nineteenth century and intensified during the Long Depression of the 1870s. Anti-Jewish anticapitalism then migrated to the Habsburg Empire with the Christian Social Party; to Germany with the Anti-Semitic Leagues; to France with the nationalist movements; and to Italy, where Revolutionary Syndicalists made anti-Jewish anticapitalism the basis of an alliance with the nationalists. Exemplified best in the Protocols of the Elders of Zion, the infamous document that "leaked" Jewish plans to conquer the world, the Jewish-conspiracy myth inverts reality and creates a perverse relationship to historical and judicial truth. Isolating the intellectual roots of this phenomenon and its contemporary resonances, Battini shows us why, so many decades after the Holocaust, Jewish people continue to be a powerful political target.

Book excerpt: In 1638, a small book of no more than 92 pages in octavo was published “appresso Gioanne Calleoni” under the title “Discourse on the State of the Jews and in particular those dwelling in the illustrious city of Venice.” It was dedicated to the Doge of Venice and his counsellors, who are labelled “lovers of Truth.” The author of the book was a certain Simone (Simḥa) Luzzatto, a native of Venice, where he lived and died, serving as rabbi for over fifty years during the course of the seventeenth century. Luzzatto’s political thesis is simple and, at the same time, temerarious, if not revolutionary: Venice can put an end to its political decline, he argues, by offering the Jews a monopoly on overseas commercial activity. This plan is highly recommendable because the Jews are “wellsuited for trade,” much more so than others (such as “foreigners,” for example). The rabbi opens his argument by recalling that trade and usury are the only occupations permitted to Jews. Within the confines of their historical situation, the Venetian Jews became particularly skilled at trade with partners from the Eastern Mediterranean countries. Luzzatto’s argument is that this talent could be put at the service of the Venetian government in order to maintain – or, more accurately, recover – its political importance as an intermediary between East and West. He was the first to define the role of the Jews on the basis of their economic and social functions, disregarding the classic categorisation of Judaism’s alleged privileged religious status in world history. Nonetheless, going beyond the socio-economic arguments of the book, it is essential to point out Luzzatto’s resort to sceptical strategies in order to plead in defence of the Venetian Jews. It is precisely his philosophical and political scepticism that makes Luzzatto’s texts so unique. This edition aims to grant access to his works and thought to English-speaking readers and scholars. By approaching his texts from this point of view, the editors hope to open a new path in research into Jewish culture and philosophy that will enable other scholars to develop new directions and new perspectives, stressing the interpenetration between Jews and the surrounding Christian and secular cultures.

Book excerpt: The Birth of the Athenian Community elucidates the social and political development of Athens in the sixth century, when, as a result of reforms by Solon and Cleisthenes (at the beginning and end of the sixth century, respectively), Athens turned into the most advanced and famous city, or polis, of the entire ancient Greek civilization. Undermining the current dominant approach, which seeks to explain ancient Athens in modern terms, dividing all Athenians into citizens and non-citizens, this book rationalizes the development of Athens, and other Greek poleis, as a gradually rising complexity, rather than a linear progression. The multidimensional social fabric of Athens was comprised of three major groups: the kinship community of the astoi, whose privileged status was due to their origins; the legal community of the politai, who enjoyed legal and social equality in the polis; and the political community of the demotai, or adult males with political rights. These communities only partially overlapped. Their evolving relationship determined the course of Athenian history, including Cleisthenes’ establishment of demokratia, which was originally, and for a long time, a kinship democracy, since it only belonged to qualified male astoi.

A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
