Rhodesia's Bid for Independence during the Retreat from Empire 1959-1965 Ian Smith's unilateral declaration of independence for Rhodesia (now Zimbabwe) on 11 November 1965 was seen by many as the act of a rebellious white minority seeking to preserve their privileged position in defiance of Britain's determination to shed her Empire and introduce rule by the African majority as soon as possible. However, the drama of UDI has long overshadowed and oversimplified the complexities of the preceding years. In this account of that time, based on sole access to the hitherto closed papers of Ian Douglas Smith and Sir Roy Welensky, as well as extensive research at London's Public Record Office, and in government and private collections elsewhere, Dr J.R.T. Wood chronicles the collision course on which Britain and Rhodesia were set after 1959, complementing his study of the fate of the Federation of Rhodesia and Nyasaland in his definitive 'The Welensky Papers: A History of the Federation of Rhodesia and Nyasaland 1953-1963'. Britain, Wood shows, was intent on shedding her Empire as quickly as possible against a backdrop of the Cold War and the rise of Chinese- and Soviet-sponsored African nationalism. She delivered some 600 one man, one vote constitutions to her fledgling nations and had no intention of granting Rhodesia independence on different terms. Unlike Britain's other African possessions, however, Rhodesia had enjoyed self-governance since 1923. The largely white Rhodesian electorate, wary of the consequences of premature and ill-prepared majority rule, sought instead dominion status akin to that of Canada, Australia and New Zealand. Their intention was gradually to pave the way for majority rule: since 1923, Rhodesia's electoral qualifications had excluded race. It was always understood that the African majority would acquire power; the concern was the speed and smoothness of that acquisition. Culminating in those dramatic days of November 1965 when Ian Smith concluded in the face of resolute British stonewalling that he had no alternative but UDI, this unique account is the first in a series which chronicles the course of events that ultimately led to Robert Mugabe's accession to power in 1980, and all that entailed.

This book argues that whilst the overriding purpose of counter-insurgency is political the actual campaign is invariably seen as military. The expense, death and trauma of the military action usually mean that political purposes come a poor second in terms of popular and governmental aims. Rhodesia provided an example of the disastrous consequences of such an approach. Political judgments were invariably based upon popular assessments of the Africans stemming from the beliefs of the Pioneers; in other words they were founded on ignorance. Likewise military strategies and tactics owed much to those established in the 1890s. These are largely seen through the career of Captain Charles Lendy RA, a fan of the machine gun and "shock and awe." His experiences were reflected by the Rhodesian Army in the 1970s and so units who consistently branded themselves as the best anti-terrorist forces in the world lost.

The documents chart the gradual development of conflict between the ruling white minority and the black majority. They illustrate the methods adopted by the Smith government to maintain effective power in the face of United Nations and British government sanctions and increasing opposition from the indigenous black population. The main objectives of Rhodesian policy during the period under review were the achievement of independence from Britain; the expansion to the north to create a ‘greater Rhodesia’ dominion in central Africa, including the wealth of the Copperbelt; and the preservation of a society in which white minority rule was based upon a system of rigid racial segregation. There are over 60 documents, ranging from the Buxton committee report of 1921 through to an estimate of the contemporary situation by Peter Niesewand, the journalist who was imprisoned by the Smith regime in 1973. They cover many shades of opinion including UN resolutions, official Rhodesian government propaganda, and statements from the African opposition, and the collection provides overall a dramatic account of the Rhodesian problem. This book will be of interest to students and researchers of history and international politics.

The author resided in Zimbabwe for almost a decade and has visited the country regularly in the last five years. She has published extensively on Zimbabwean literature, and brings to her work a deep contextual richness as well as theoretical sophistication. Thoroughly up-to-date, the book examines all the published novels of the recently-deceased Yvonne Vera (d. April 2005) as well as major novels of five other internationally-acclaimed Zimbabwean writers, including Tsitsi Dangarembga and Chenjerai Hove. It does so against a political backdrop which goes right up to the March 2005 parliamentary elections. The book provides a modern and original historical account of post-independence Zimbabwean writing and its relationship to history and politics. The critical investigation focuses on fictional representations of space-time – which links the book the tragically topical Zimbabwean issue of land. Dr Primorac employs a form of literary and cultural theory reminiscent of Bakhtinian analysis, but drawn at length from East European theoretical sources. She investigates what the novels have to say about the Zimbabwean condition, and makes a sophisticated link between ideas about space-time and novelistic ideologies. More than that, drawing a parallel with the experience of Eastern Europe, she shows how the novel itself breaks out of the confines of the quasi-Marxist analysis which still holds sway in Zimbabwe. As such, the Zimbabwean novel is itself a source of hope in that troubled land. Ranka Primorac has degrees from the universities of Zagreb, Zimbabwe and Nottingham Trent. She has taught Africa-related courses at several institutions of higher learning in Britain, including the University of Cambridge and New York University in London. She is interested in non-western writing and cultures, theoretical approaches to the novel and the narrative production of space-time. Her co-edited volume, Versions of Zimbabwe: New Approaches to Literature and Culture was published in 2005 by Weaver Press in Harare.

Book excerpt: Across Africa in the post-1956 era, the aspirations of African nationalists to secure power were boosted and quickly realized by the British, French and Belgian hasty retreat from empire. The Portuguese, Southern Rhodesian and South African governments, however, stood firm and would be challenged by their African nationalists. Influenced by the Communist bloc, these nationalists adopted the 'Armed Struggle'. In the case of Rhodesia, the Zimbabwe African People's Union (ZAPU), led by Joshua Nkomo, took this step in 1962 after their effort to foment rebellion in Rhodesia's urban areas in 1961-62 had been frustrated by police action and stiffened security legislation. Rhodesia's small, undermanned security forces, however, remained wary as Zambia and Tanganyika had given sanctuary to communist- supplied ZAPU and Zimbabwe African National Union (ZANU) guerrillas. The Rhodesians had foreseen that the northeastern frontier with Mozambique would be the most vulnerable to incursions because the African population living along it offered an immediate target for succour and subversion. The Portuguese were not seen as a bulwark as they were clearly making little progress in their counter-insurgency effort against their FRELIMO nationalist opponents. The Rhodesians were fortunate, however, that ZAPU and ZANU chose to probe across the Zambezi River from Zambia into the harsh, sparsely populated bush of the Zambezi Valley. The consequence was that the Rhodesian security forces conducted a number of successful operations in the period 1966-1972 which dented insurgent ambitions. This book describes and examines the first phase of the 'bush war' during which the Rhodesian forces honed their individual and joint skills, emerging as a formidable albeit lean fighting force.

Of So Far, Michael Hartnack wrote that 'Once in a lifetime comes a book which must force a total shift in the thinking person's perception of an epoch, and of all the prominent characters who featured in it.' A Matter of Weeks Rather than Months recounts the action and reaction to Ian Smith's unilateral declaration of Rhodesia's independence, the second such declaration since the American one of 1776. It examines the dilemmas of both sides. Smith's problem was how to legitimise his rebellion to secure crucial investment capital, markets, trade and more. His antagonist, the British Prime Minister, Harold Wilson, was determined not to transfer sovereignty until Rhodesia accepted African majority rule in common with the rest of Africa. Given British feelings for their Rhodesian kith and kin and Rhodesia's landlocked position, Wilson eschewed the use of force. He could only impose sanctions but hoped they would defeat Smith 'in a matter weeks rather than months'. The Rhodesians, however, evaded the sanctions with such success that they forced Wilson to negotiate a settlement. Negotiations were nevertheless doomed because the self-confident Rhodesians would not accept a period of direct British rule while rapid progress to majority rule was made or the imposition of restraints on powers they had possessed since gaining self-government in 1923. In tune with their allies in the African National Congress of South Africa, the Rhodesian or Zimbabwean African nationalists had already adopted the Marxist concept of the 'Armed Struggle' as a means to power. Sponsored by the Communist Bloc, its surrogates and allies, they began a series of armed incursions from their safe haven in Zambia. Although bloodily and easily repulsed, they would learn from their mistakes as the Rhodesian forces would discover in the 1970s. Consequently, this is a tale of sanctions, negotiations and counter-insurgency warfare.
