Like many ideals, this one was freighted with many meanings. As the colony grew in the seventeenth century, the belief in religious liberty and freedom of conscience espoused by its founder, Roger Williams, led to the development of political liberty and practical democracy. In the eighteenth century, that dedication to individualism made Rhode Islanders into businessmen of the first order, willing to take the big risk in hope of a bigger reward. Their land being poor in natural resources, Rhode Islanders turned to trade; accumulating wealth from traffic in rum and slaves, they built in Newport and Providence small but elegant copies of Georgian England, and worried more about taxes and currency than about religion. When they felt poorly served by British policies, they became ready revolutionaries and led in the founding of a new nation. After the Civil War, their children took individual liberty to mean economic laissez-faire, ushering in the state's golden age when Rhode Island senator Nelson Aldrich became known as the "general manager" of the United States. Through countless changes in the twentieth century, the ideal still survives and asks old questions of new generations of Rhode Islanders from many ethnic backgrounds: How best to reconcile the rights of minorities with the rule of the majority, and how best to secure the individual liberty and economic opportunity that Roger Williams and Moses Brown would have understood so well?

Neither Providence nor Rhode Island was invited to enter the union, nor was a direct request from them destined to receive a favorable reply. On the eve of what might have proved a serious Indian war, the only concession to be gained was permission for Newport to buy one barrel of powder. Even this was denied to Providence. Indications that the United Colonies would soon substitute aggression for Simple non-intercourse, was a potent factor in bringing about a union under a patent from the home government. The band of settlers at Moshassuck had no intention of founding a state. Their early organization was that of a town, composed of joint proprietors dwelling apart from any regularly constituted authority. Their government was a pure democracy. The householders met once a week to consult on the common peace, watch and planting. Mutual consent, says Williams, have finished all matters with speed and peace.2 The first written compact entered into declared for government by the majority.3 When a modification was found necessary, the sparing hand with which power was delegated is remarkable. Five Dis posers were elected to have charge of the proprietary and governmental interests of the town. These officers were elected for the term of three months, at the end of which time they were to give an account of their doings to the town. Any one aggrieved by the action of the disposers might appeal to the town in town meeting. Private disputes were settled by arbitration.'
