Book excerpt: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of `encounter¿ rather than the more common idea of `first contact¿ for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of `strangers¿ or `others¿ but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

They have not been entirely neglected, though--it has been the fashion to dip a dilettante pen into Tahitian (though scarcely New Caledonian) themes, and French geographers have given us some splendid work. But Thompson and Adloff refuse to be diverted by swaying palms and curving beaches; they give evenhanded treatment to both French Polynesia and New Caledonia, they view the Pacific from the perspective of Franco-African experience, and they write in English. The two territories, of course, offer a telling contrast--Polynesia versus Melanesia, far-flung archipelagoes versus the "Grande Terre," classic Pacific paradise versus onetime convict colony, lagoon-encircled basalt pinnacles versus scrub-clad hills and nickel mines. The authors shrewdly press on common themes, especially economic dependence and an allegedly "anomalous but also anachronistic" retreat from self-government in a decolonizing world, though such themes scarcely dominate the book. The presentation is straightforward and methodical. First French Polynesia, then New Caledonia; first the land and its indigenous occupants, then annexation and administration, colonial settlement and development, World War I to World War II, political parties of the left and the right, government and autonomy, rural and industrial life, trade and transportation, labor, religion, and culture. Even if the book is oriented more toward the historian and the political scientist, it offers plenty of grist for the geographer's mill. There are solid studies of the economy of both territories, and several (sometimes tantalizingly brief) glimpses of the regional variations in peoples and places: Protestants and Catholics, urban drift and rural malaise, crowding islands and depopulated archipelagoes." By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Yan Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects—and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. The Starving Empire not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food—this most basic of human needs—to its central place in the formation of modern political obligation and humanitarian ethics.

Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Combining historical background with political and economic analysis, this comprehensive study offers vital insight into the intricate history -- and problematic future -- of several of Australias key neighbours in the Pacific and to the priorities and options of the European country that still rules them. Neither white, nor brown.’ This ‘Indo’ was part of the Indo-Europeans, a group of mixed indigenous and European ancestry, from the former Dutch East Indies. In almost all other Asian colonies, including British India and French Indochina, which are also covered in this study, such a group of mixed ancestry came into being. The future of these Eurasians after decolonisation was quite insecure. The European rulers, on which their status was based, were gone. The new indigenous rulers perceived them suspiciously as colonial remnants and often even as traitors. In this chaotic situation, they were forced to make a choice, between staying in the former colony or leaving for the European mother country. Did they belong in the country of their European fathers or the former colony, the country of their Asian mothers?
