This will not only change the nature of warfare, but also alter the global geopolitical balance. To date, most attention has fallen on the opportunities provided by the RMA rather than its risks, costs, and unintended consequences. In the arena of conflict short of war, these risks, costs, and unintended consequences may outweigh the potential benefits. The Strategic Context. The Cold War notion of conflict short of war is obsolete.Politically and militarily, the Third World of the future will be full of danger. The future will most likely be dominated by peace enforcement in failed states, new forms of insurgency and terrorism, and "gray area phenomena." Many if not most Third World states will fragment into smaller units. Ungovernability and instability will be the norm with power dispersed among warlords, primal militias, and well-organized politico-criminal organizations. U.S. policy in the Third World is likely to be more selective and the U.S. homeland may no longer provide sanctuary. Renewed external support will restore the lagging proficiency of insurgents and terrorists. The Application of Emerging Technology. Emerging technology will have less impact on conflict short of war than on conventional, combined-arms warfare. It will, however, have some role. In noncombatant evacuation operations, new technology can assist with identification and notification of evacuees. Sensor technology, robotics, nonlethal weapons, and intelligence meshes will be used in combatting terrorism, countering narcotrafficking, and peace operations. These technologies, along with simulator training and unmanned aerial vehicles, will also be useful in insurgency and counterinsurgency.

Book excerpt: "Revolution in Military Affairs" (RMA) was the most widely used, and abused, acronym in the U.S. defense community in the 1990s. Subsequently, "transformation" has superceded it as the preferred term of art. For the better part of two decades, American defense professionals have been excited by the prospect of effecting a revolutionary change in the conduct and character of warfare. In this monograph, Dr. Colin S. Gray provides a critical audit of the great RMA debate and of some actual RMA behavior. He argues that the contexts of warfare are crucially important. Indeed so vital are the contexts that only a military transformation that allows for flexibility and adaptability will meet future strategic demands. Dr. Gray warns against a transformation that is highly potent only in a narrow range of strategic cases. In addition, he advises that the historical record demonstrates clearly that every revolutionary change in warfare eventually is more or less neutralized by antidotes of one kind or another (political, strategic, operational, tactical, and technological). He warns that the military effectiveness of a process of revolutionary change in a "way of war" can only be judged by the test of battle, and possibly not even then, if the terms of combat are very heavily weighted in favor of the United States. On balance, the concept of revolutionary change is found to be quite useful, provided it is employed and applied with some reservations and in a manner that allows for flexibility and adaptability. Above all else, the monograph insists, the contexts of warfare, especially the political, determine how effective a transforming military establishment will be.

Book excerpt: Rapid developments in information technology and precision weaponry are said to herald a 'revolution in military affairs' (RMA), making possible quick and decisive victories with minimal casualties and collateral damage. But has such a revolution taken place? The issues that drive conflict will persist, and many of the technical advances associated with the RMA will not necessarily produce a transformation in the nature of warfare. The end of the Cold War has highlighted another revolution one in political affairs. Major powers appear less likely to go to war with one another than they are to intervene in conflicts involving weak states, with potential opponents including militia groups, drug cartels and terrorists. RMA technology may be less suited to conflicts such as these. If the cumulative effect of these changes has produced a revolution, it is a revolution in strategic, as much as military, affairs. This paper argues that: the RMA is the practical expression of a 'Western Way of Warfare', the key features of which are: professional armed forces; intolerance of casualties; and intolerance of collateral damage the key technological and conceptual components of the RMA were in place by the early 1970s. The trend has therefore been evolutionary, rather than revolutionary. The significant difference is in the new political setting of the end of the Cold War, and the revolution in perceptions of Western particularly US conventional military strength brought about by the Gulf War of 1991 the Gulf conflict could mark the start of a true 'revolution' if future battles offer similar opportunities to exploit the RMA's technology. However, since the US and its allies appear unbeatable when fighting on their own terms, future opponents will fight differently the West will therefore face opponents who will follow strategies that contradict the Western Way of Warfare. They will avoid pitched battles, will exploit the West's reluctance to inflict civilian suffering, and will target their opponent's domestic political base, as much as its forward troops. The problem for the West is not how to prevail, but how to do so in an acceptable manner. The more warfare becomes entwined with civilian activity, the more difficult it is to respond with the type of decisive and overwhelming military means embodied in the RMA. The RMA does not create a situation in which information is the only commodity at stake, and so does not offer the prospect of a 'virtual war'. The new circumstances and capabilities do not prescribe one strategy, but extend the range of strategies available. The issue underlying the RMA is the ability of Western countries, in particular the US, to follow a line geared to their own interests and capabilities.

In this essay, Dr. Earl Tilford argues that RMAs are driven by more than breakthrough technologies, and that while the technological component is important, a true revolution in the way military institutions organize, equip and train for war, and in the way war is itself conducted, depends on the confluence of political, social, and technological factors. After an overview of the dynamics of the RMA, Dr. Tilford makes the case that interservice rivalry and a reintroduction of the managerial ethos, this time under the guise of total quality management (TQM), may be the consequences of this revolution. In the final analysis, warfare is quintessentially a human endeavor. Technology and technologically sophisticated weapons are only means to an end. The U.S. Army, along with the other services, is embracing the RMA as it downsizes and restructures itself into Force XXI. Warfare, even on the digitized battlefield, is likely to remain unpredictable, bloody, and horrific. Military professionals cannot afford to be anything other than well prepared for whatever challenges lie ahead, be it war with an Information Age peer competitor, a force of guerrillas out of the Agrarian Age, or a band of terrorists using the latest in high-tech weaponry. While Dr. Tilford is optimistic about the prospects for Force XXI, what follows is not an unqualified endorsement of the RMA or of the Army's transition to an Information Age force. By examining issues and problems that were attendant to previous RMAs, Dr. Tilford raises questions that ought to be asked by the Army as it moves toward Force XXI. Warfare is, the author reminds us, the most complex of human undertakings and the victors, even in the Information Age, will be those who, as in the past, are masters of the art-as well as the science-of war.

While its collapse is tangible, the outcome of such a collapse remains a matter of speculation and public debate. The US is desperately seeking to preserve the status quo, which rests primarily upon recognition of its military supremacy. For millennia, warfare has been a driving force behind changes in the geopolitical status of power configurations (whether of peoples, states or empires), and it remains so, today. Accordingly, short of actual warfare, the assessment (modeling) of relative military power plays an inordinate role in the determination of national status. Models of emerging changes in military capability range from relatively simple to extremely complex ones. Viewing the evolution of the current system of international relations outside the framework of actual, rather than propaganda-driven, military capabilities is not only useless, it is dangerous since states’ mistaken assessment of their own and other states’ military power can lead to misadventures and catastrophic mistakes. The United States’ efforts to preserve not just its dominance but the perception of its dominance are bound to fail for many important reasons, none more important than what is often misidentified in past American military-theoretical hypotheses about the future of warfare, known generically as the Revolution in Military Affairs (RMA). This book explains why those hypotheses are failing and will continue to fail, and addresses the real RMA. In the end, technological development in weaponry as a response to tactical, operational and strategic requirements defines not only a nation’s geopolitical status but determines the global order. Assessments of military capacity, if reality-based, serve as good predictors of the level of volatility in international relations and the level of violence globally. This book gives an insight into the evolution of weapons and the way they influenced international relations in the 20th and 21st centuries. It also defines Revolution in Military Affairs as manifested via policy, politics, and technology. It reviews some models which are useful in assessing the current geopolitical situation. This book also tries to give a forecast of the future development of warfare and the ways in which it is going to change the whole system of the international relations, hopefully towards a new geopolitical equilibrium.

A new military and political order has emerged in the world, but the world has not become more stable; indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is no easy task at such times, but this is the primary objective of If War Comes Tomorrow? Focusing on the impact of new technologies, General Gareev considers whether war is still a continuation of politics by other means' or whether the political, ideological, and technical transformation have broken that connection. He explores the linkage between threats to Russian national interests and war as an instrument of policy in great detail and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades will see a shift towards a reliance upon indirect means to accomplish limited political ends, and analyses both information warfare and the revolution in military affairs from this perspective.
