Este decreto fue una medida radical que buscaba reestructurar de manera significativa la economía cubana, poniendo en práctica los ideales y objetivos de la Revolución Cubana de 1959. Contexto El decreto se justifica en múltiples «Por cuanto», que delinean las razones y la necesidad de tomar acción tan drástica. Se argumenta que el desarrollo económico de la nación solo puede lograrse mediante una planificación económica adecuada, el aumento y la racionalización de la producción y, sobre todo, el control nacional de las industrias básicas. Además, se menciona que muchas grandes empresas privadas han estado actuando en contra de los intereses de la Revolución y del desarrollo económico de la nación. Aquí, estas empresas son acusadas de sabotear la capacidad productiva de Cuba, de invertir capital en el extranjero y de abandonar la administración directa de sus fábricas, entre otras cosas. Implicaciones económicas Este Decreto expropiatorio propone la nacionalización mediante expropiación forzosa de todas las empresas industriales y comerciales, así como de otros bienes relacionados. Esta nacionalización masiva se justifica como una necesidad imperante para transformar la economía y para disolver el poder económico de supuestos «intereses privilegiados» que conspiran contra el pueblo y la Revolución. Política de comercio exterior Otro aspecto crucial mencionado en el decreto es la transformación del comercio exterior de Cuba. Se argumenta que el control nacional de las importaciones es esencial y que la existencia de grandes empresas importadoras que operan por el simple estímulo del beneficio personal es un obstáculo para la nueva política de comercio exterior. Legalidad El decreto se ampara en el Artículo 24 de la Ley Fundamental de la República, promulgada, poco antes, el 7 de febrero de 1959, para llevar a cabo la expropiación forzosa de estas empresas. Decreto expropiatorio de la Revolución Cubana La Ley No. 890 fue un hito en la historia de la Revolución Cubana, marcando un cambio profundo y controvertido en la estructura económica del país. Buscó desmantelar el poder económico de ciertos sectores, y sometar a las fuerzas económicas del país a los ideales y objetivos de la Revolución. Esta ley también llevó a tensiones y conflictos con países extranjeros y empresas multinacionales que se vieron afectadas por la nacionalización, contribuyendo a la compleja relación entre Cuba y el resto y los Estados Unidos de América en los años posteriores.

Esta visión, auspiciada por los partidarios de la Contrarrevolución, posteriormente se ha hecho canónica al asentarse los principios proclamados por los revolucionarios franceses. Con la perspectiva de esta visión sesgada, los escritos referentes a la religión se ven como añadidos discordantes, explicándose por causas subjetivas los que se presentan como disarmonías. Frente a esta interpretación, la que el autor propone atiende a aspectos culturales, antes que a aspectos subjetivos. Rousseau es fruto de un momento de transición. Frente al XVIII como el siglo de la razón, el pueblo es eminentemente religioso. La opción de Rousseau por el sentimiento religioso es una opción epistemológica pero a su vez es una opción social, una opción por el pueblo llano, frente a la razón auspiciada por la élite. Rousseau propone una revolución moral presidida por esquemas religiosos, aunque esta religión tiene que adaptarse a los nuevos tiempos: la metafísica debe ceder ante lo terrenal, o la moral primar frente a lo teológico. La religión civil, como religión patriótica, es expresión de su deísmo en el ámbito político.

Book excerpt: In the 1970s and following on from the deposition of Salvador Allende, the Chilean dictatorship of Augusto Pinochet installed a radical political and economic system by force which lent heavy privilege to free market capitalism, reduced the power of the state to its minimum and actively suppressed civil society. Chicago economist Milton Friedman was heavily involved in developing this model, and it would be hard to think of a clearer case where ideology has shaped a country over such a long period. That ideology is still very much with us today and has come to be defined as neoliberalism. This book charts the process as it developed in the Chilean capital Santiago and involves a series of case studies and reflections on the city as a neoliberal construct. The variegated, technocratic and post-authoritarian aspects of the neoliberal turn in Chile serve as a cultural and political milieu. Through the work of urban scholars, architects, activists and artists, a cacophony of voices assemble to illustrate the existing neoliberal urbanism of Santiago and its irreducible tension between polis and civitas in the specific context of omnipresent neoliberalism. Chapters explore multiple aspects of the neoliberal delirium of Santiago: observing the antagonists of this scheme; reviewing the insurgent emergence of alternative and contested practices; and suggesting ways forward in a potential post-neoliberal city. Jeffrey Alexander writes about modernity as historical time and social condition, but also as ideology and utopia. The idea of modernity embodies the Enlightenment’s noble hopes for progress and rationality, but its reality brings great suffering and exposes the destructive impulses that continue to motivate humankind. Alexander examines how twentieth-century theorists struggled to comprehend the Janus-faced character of modernity, which looks backward and forward at the same time. Weber linked the triumph of worldly asceticism to liberating autonomy but also ruthless domination, describing flights from rationalization as systemic and dangerous. Simmel pointed to the otherness haunting modernity, even as he normalized the stranger. Eisenstadt celebrated Axial Age transcendence, but acknowledged its increasing capacity for barbarity. Parsons heralded American community, but ignored modernity’s fragmentations. Rather than seeking to resolve modernity’s contradictions, Alexander argues that social theory should accept its Janus-faced character. It is a dangerous delusion to think that modernity can eliminate evil. Civil inclusion and anti-civil exclusion are intertwined. Alexander enumerates dangerous frictions endemic to modernity, but he also suggests new lines of social amelioration and emotional repair.
