However, contrary to the Western preference for liberal democracy and 'procedural legitimacy,' the Chinese government's attempt at bolstering legitimacy has emphasized performance-based, responsibility-based, morality-based, and ideology-based arguments in order to gain popular support and maintain regime stability. In order to understand and explain political phenomena in China, it is necessary to revisit the concepts, theories, and sources of legitimacy and their applications in the Chinese context. Contributors of this book have approached legitimacy from both normative and empirical perspectives, and from Western and Chinese perspectives, thus this edited volume offers lessons and insights for and from China, and contributes to the ongoing theoretical debates as well as empirical research on legitimacy in the Chinese context.

Global Legitimacy Crises addresses the consequences of legitimacy in global governance, in particular asking: when and how do legitimacy crises affect international organizations and their capacity to rule. The book starts with a new conceptualization of legitimacy crisis that looks at public challenges from a variety of actors. Based on this conceptualization, it applies a mixed-methods approach to identify and examine legitimacy crises, starting with a quantitative analysis of mass media data on challenges of a sample of 32 IOs. It shows that some, but not all organizations have experienced legitimacy crises, spread over several decades from 1985 to 2020. Following this, the book presents a qualitative study to further examine legitimacy crises of two selected case studies: the WTO and the UNFCCC. Whereas earlier research assumed that legitimacy crises have negative consequences, the book introduces a theoretical framework that privileges the activation inherent in a legitimacy crisis. It holds that this activation may not only harm an IO, but could also strengthen it, in terms of its material, institutional, and decision-making capacity. The following statistical analysis shows that whether a crisis has predominantly negative or positive effects depends on a variety of factors. These include the specific audience whose challenges define a certain crisis, and several institutional properties of the targeted organization. The ensuing in-depth analysis of the WTO and the UNFCCC further reveals how legitimacy crises and both positive and negative consequences are interlinked, and that effects of crises are sometimes even visible beyond the organizational borders.

The republican revival, pursued especially over the last few decades, has presented republicanism as an exciting alternative to the dominant tradition of liberalism. The book provides a sharply different interpretation of liberty from that found in the republican revival, and it argues that this different interpretation is not only historically more faithful to some prominent writers identified with the republican tradition, but is also normatively more attractive. The normative advantages are revealed through discussion of some central concerns relating to democracy and constitutionalism, including the justification for democracy and the interpretation of constitutional rights. The book also looks beyond republican liberty by drawing on the republican device of sortition (selection by lot). It proposes the use of large juries to decide bill-of-rights matters. This novel proposal indicates how democracy might be reconciled with constitutional review based on a bill of rights. Republicanism is not pitted against liberalism: the favoured values and institutions fit with liberal commitments.

Arab nationalism the political orthodoxy for most of this century has lost its grip on the imagination and allegiance of a new generation. At the same time, Islam as an ideology has spread across the region, and "Islamists" bid to capture the center of politics. Most Western scholars and experts once hailed the redemptive power of Arabism. Arab Awakening and Islamic Revival is a critical assessment of the contradictions of Arab nationalism and Islamic fundamentalism, and the misrepresentation of both in the West.The first part of the book argues that Arab nationalism--the so-called Arab awakening--bore within it the seeds of its own failure. Arabism as an idea drew upon foreign sources and resources. Even as it claimed to liberate the Arabs from imperialism it deepened intellectual dependence upon the West's own romanticism and radicalism. Ultimately, Arab nationalism became a force of oppression rather than liberation, and a mirror image of the imperialism it defied. Kramer's essays together form the only chronological telling and the at fully documented postmortem of Arabism. The second part of the book examines the similar failings of Islamism, whose ideas are Islamic reworkings of Western ideological radicalism. Its effect has been to give new life to old rationales for oppression, authoritarianism, and sectarian division.Arab Awakening and Islamic Revival provides an alternative view of a century of Middle Eastern history. Book excerpt: Historians have long grappled with the question of how Islamic civilization - so clearly dominant during the medieval period - could fall completely under Western hegemony in the modern age? Many Western writers answer this question by referencing European ingenuity, initiative, and transformative energy in contrast with Islamic parochialism, passivity, and resistance to change. This book challenges such assumptions by studying the career of an aggressive sultan in early-modern Morocco, Mulay Ahmad al-Mansur (r. 1578-1603), who dared to take on the international super-powers of his day and sought to redraw the map of Islamic Africa. Al-Mansur is best known for launching a bold invasion across the Sahara desert to conquer the West African Songhay Empire. Most historians ascribe strictly economic motives for this assault, stating that the sultan wished to capture the prosperous gold trade that had traveled for centuries from West Africa to the Mediterranean. Dr Cory argues instead that Mulay Ahmad was pursuing more expansive goals than simply stuffing his coffers with West African gold, as evidenced by audacious claims made on his behalf in numerous panegyric texts produced by the sultan's court. Through a detailed analysis of official histories, documents and correspondence, writings by European observers, and architectural evidence, he contends that the sultan sought to establish a Western caliphate that would eclipse the Ottoman Empire. Mulay Ahmad advanced this agenda through panegyric literature, elaborate court ceremonies, grand constructions, stunning military conquests, and astute diplomacy with European powers, Ottoman officials, and sub-Saharan rulers. Such assertions of universal caliphal authority had not been seriously promoted in Islam for over three hundred years before al-Mansur's reign. Thus al-Mansur sought to move his country forward into the modern age by returning to an institution that had governed Muslim lands during the fabled golden age of the Abbasid and Andalusian Umayyad caliphates. Through an investigation of the sultan's ambitions and achievements Dr Cory provides new insight into the history of relations between Muslim states and the West.

Yet, the patterns and characteristics of transitions have varied significantly, and different modes of transition have resulted in different outcomes. This book offers cross-national comparisons of democratic transition since the turn of the twentieth century and asks what makes democracies succeed or fail. In doing so it explores the influence the mode of transition has on the longevity or durability of the democracy, by theoretically examining and quantitatively testing this relationship. The authors argue that the mode of transition directly impacts the success and failure of democracy, and suggest that cooperative transitions, where opposition groups work together with incumbent elites to peacefully transition the state, result in democracies that last longer and are associated with higher measures of democratic quality. Based on a cross-national dataset of all democratic transitioning states since 1900, this book will be of great interest to students and scholars of international politics, comparative politics and democracy, and democratization studies.
