In this provocative book, Alice Rivlin offers a straightforward, nontechnical look at the issues threatening the American dream and proposes a solution: restructure responsibilities between the federal and state government. Under her plan, the federal government would eliminate most of its programs in education, housing, highways, social services, economic development, and job training, enabling it to move the federal budget from deficit toward surplus. States would pick up these responsibilities, carrying out a "productivity agenda" to revitalize the American economy. Common shared taxes would give the state adequate revenues to carry out their tasks and would reduce intrastate competition and disparities. The federal government would be freer to deal with increasingly complex international issues and would retain responsibility for programs requiring national uniformity. A primary federal job would be the reform of health care financing to ensure control of costs and to mandate basic insurance coverage for everyone. Published in the summer of 1992, Reviving the American Dream was read by presidential candidate Bill Clinton; by year's end, President Clinton appointed its author, Alice Rivlin, as deputy budget director. Chapters describe how cuts in social programs and rollbacks of regulations have harmed the health, safety, and welfare of millions of Americans and how these assaults have taken place on many fronts - in Congress, the administrative branch, and the federal courts, as well as on the state and local level. Also addressed: how the right's radical anti-government agenda is out of touch with the views and priorities of most Americans, and what the real truth is about government deficits. Part III: How to Revitalize Democracy and Government. There are, in fact, some problems with American government, and we need to address these if we are to restore Americans' faith in this institution. One of the main problems with our government is that it is not accountable and responsive enough to the public. Moneyed special interests too often win out over the public interest. Chapters in this section describe this problem and how we can fix it. There are several reforms - including public financing of elections - that could help our government live up to its democratic ideals. The final chapter discusses strategies for building a pro-government coalition in this country.

Zeya and Jon Finer. In Revitalizing the State Department and American Diplomacy, they argue that "left unaddressed, the challenges that DOS faces risk causing irreparable damage to America's standing and influence in the world, ability to advance its interests overseas, and security and prosperity at home." The authors note that "despite the decades-long failure to implement essential reforms-and even in the face of sustained hostility from the [Donald J. Trump] administration-diplomacy remains the best tool the United States has to advance its foreign policy interests." "But many of the challenges facing the DOS have existed for decades," they explain. "Deficits in diversity, institutional culture, and professionalization are endemic to the State Department as an institution, and a diminished policy role for career officials persisted under previous administrations." Zeya and Finer identify areas in greatest need of reform and offer the following recommendations for the next secretary of state: Twenty-First-Century Statecraft. The State Department should develop "greater expertise in the range of issues that will be essential to American leadership in the twenty-first century," which include climate change, pandemic disease, shifting global power, economic competitiveness, equity, anticorruption, and technological transformation. Institutional Reform. "Make the State Department a diverse, equitable, and inclusive institution" by underscoring diversity as a national security priority, overcoming a risk-averse culture, delayering and decentralizing decision-making, and bridging the career-noncareer divide. Workforce Expansion. "Urgent attention needs to be devoted to revitalizing the professional path and retention of the current DOS workforce," which has seen "a brain drain of senior talent" and "Civil Service staffing frozen at 2017 levels." The authors suggest greater flexibility in career paths and enabling return, as well as rebooting and expanding training and continuous learning. Beyond the Near Term. "The State Department would also benefit from some longer-term thinking" including amending the Foreign Service Act, implementing unified national security budgeting, and establishing a Diplomatic Reserve Corps. "When properly empowered and entrusted with significant responsibilities, American diplomats play essential roles in consequential outcomes for the country," the authors write. Revitalizing the State Department and restoring diplomacy "means addressing deficiencies in DOS policy focus and capacity, institutional culture, and workforce diversity and flexibility, while laying the groundwork to cement these and other changes through legislation," the authors conclude. Finer was chief of staff and director of policy planning at the U.S. Department of State. He is currently on leave as an adjunct senior fellow at CFR. Zeya is CEO and president of the Alliance for Peacebuilding and previously had a twenty-seven-year diplomatic career.

In 1980 Congress, finding vast inefficiencies in the two industries, substantially deregulated both, opening them at last to market competition. Deregulation has brought with it many changes—for firms within the industries, for their labor force, and for shippers and their customers. Clifford Winston, Thomas M. Corsi, Curtis M. Grimm, and Carol A Evans provide a comprehensive evaluation of the effect of the deregulation legislation on the rail and trucking industries. According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.
