Book excerpt: The Puerto Rico Bar Association (Colegio de Abogados y Abogadas de Puerto Rico, hereinafter Colegio) ever vigilant of the access to justice by the social components who suffer the most the ravages of the financial and economic crisis, that seems to be a constant in Puerto Rico for the past nine years, instituted a Bankruptcy Commission. The purpose of the Bankruptcy Commission is to promote the study and knowledge of Bankruptcy Law among attorneys and the components of the Puerto Rico Judicial System. The Commission also provides necessary information on the different financial alternatives available in the Bankruptcy Code to all citizens who seek information from the Colegio on how to solve and reorganize their financial problems; be it an insolvent debtor or creditors who seek to protect their commercial interests. The Bankruptcy Commission is composed of a number of attorneys concentrating in Bankruptcy Law. In the Commission there is representation of the different sectors that participate in the bankruptcy process: attorneys who represent debtors and creditors; Chapter 7 and 13 Trustees Our objective is to deliver, through continuing legal education courses of a dynamic and engaging format, high quality education on substantive, procedural, evidentiary, advocacy and, trial skills to the bankruptcy practitioner. We also pursue the objective of providing the Commonwealth of Puerto Rico Court of First Instance practitioner with courses on bankruptcy and its impact in the cases and matters they handle. Members of the Bankruptcy Commission collaborate with other educational institutions and law related entities, like the Law Schools, the Puertorrican Judicial Academy, Puerto Rico Legal Services Corporation and the Puerto Rico Department of Justice in providing legal education on Bankruptcy. An exemplary product of this educational effort, displayed by all the members of the Bankruptcy Commission with the valuable support of the Colegio de Abogados y Abogadas de Puerto Rico, represented by its President, Mark A. Bimbella, Esq., through its Legal Journal, "La Revista," and its Editor, Carlos Gil, Esq., is that which we proudly present to you: a collection of articles related to bankruptcy in this extraordinary edition of the Revista del Colegio de Abogados y Abogadas de Puerto Rico. The articles or essays presented to you here have the purpose of discussing substantive and procedural aspects of Bankruptcy Law from the perspective of the attorneys who litigate on a daily basis before the Honorable Bankruptcy Court for the District of Puerto Rico. Some of the articles are written by attorneys with many years of experience, while others are written by attorneys of lesser years of experience yet all have a profound understanding of Bankruptcy Law. Its focus is on people's way of thinking, their frame of reference, their characteristic outlook on life. Compared to the more traditional area studies, our main focus is not on history or religion or geography, not on tangible material realities of existence in a particular country, but rather on people's shared subjective views of those real ities which are dominant in their minds. The focus of the analysis is essentially psychological; it is centered on perceptions and motivations which influence people's choices and behavior. Compared to individual psychology, the information repre sented by this volume is psycho-cultural in that it is centered on the shared perceptions and motivations which people with the same language, backgrounds, and experiences develop together into a shared cultural view or subjective representation of their universe. The attention psycho-cultural factors are receiving these days follows from the growing realization that their influences are powerful and yet they occur without people's awareness. Based on extensive empirical data produced through an analytic technique of indepth assessment, the Communication Lexicon presents the culturally characteristic system of meanings which members of a particular cultural community develop in construing their world. At the level of specifics the lexicon describes how selected themes such as family, society, work, and entertainment are perceived and understood by members of three cultures: Mexicans, Colombians, and U.S.
