The present report seeks to build on the groundwork created by Guardians and is not intended to replace Guardians or its research and analysis which remain relevant to the examination of current police practices. The goals of this report are to: (1) expand upon the principles and findings outlined in Guardians; and (2) explore the manner by which police practices have evolved since the publication of Guardians.
