The present volume, drawing on both international and Nepali scholars and leading practitioners, analyzes the context, dynamics and key players shaping Nepal's ongoing peace process. While the peace process is largely domestically driven, it has been accompanied by wide-ranging international involvement, including initiatives in peacemaking by NGOs, the United Nations and India, which, throughout the process, wielded considerable political influence; significant investments by international donors; and the deployment of a Security Council-mandated UN field mission. This book shines a light on the limits, opportunities and challenges of international efforts to assist Nepal in its quest for peace and stability and offers valuable lessons for similar endeavors elsewhere.

This volume examines reintegration of ex-combatants in a un-conventional DDR in which a cash-based scheme replaced a reintegration programme. It uncovers the dilemmas surrounding the un-conventional DDR programme in Nepal, situating the phenomena in the divisive politics of war to peace transition. Drawing on the narratives and perceptions of ex-combatants and their families, the volume provides a compelling analysis of why some ex-combatants reintegrate socially and economically better than others at the end of a war. Analysing the consequences and effects of reintegration of Maoist ex-combatants in the post-conflict peace and security, the volume argues that cash-based schemed in DDR programme can pacify ex-combatants and de-politicise a DDR programme but cash alone can not reintegrate ex-combatants.

The date of 21 November 2021 marked the 15th anniversary of the Comprehensive Peace Agreement (CPA) which concluded the decade-long civil war that had ravaged Nepal. Despite avoiding a resurgence of statewide conflict, Nepal’s post-conflict era has been far from perfect. This era has witnessed ethnic violence, rampant corruption, the politicisation of key public institutions and a failure to fully implement the provisions of the CPA. The resulting lack of socio-economic progress has led to large-scale dissatisfaction within the country and even given rise to elements within Nepal who reject the framework of the CPA and the 2015 constitution. With a focus on the years following the 2015 constitution, this book offers an analysis of post-conflict Nepal and explores issues relating to ex-combatants, transitional justice, women, socio-economic affairs, and federal governance. The contributors are all scholar-practitioners, some of whom had direct involvement in the peace process, and are therefore able to offer unique insights into the processes and challenges of Nepal’s long journey to addressing past grievances and promoting future peace in the country. Book excerpt: This volume re-examines the notion of the East Asian peace, arguing that it requires updating for the current and near-future context of US-Chinese rivalry. The “East Asian peace” refers to the remarkable change in conflict levels in eastern Eurasia over the past 80 years or even the past 130 years or so. Prior to the late 1970s, East Asia was regarded as the most conflictual region on the planet. Although insurgencies have continued in places such as Myanmar, Thailand, and the Philippines, after the 1980s East and Southeast Asia became one of the world’s least conflictual regions. Geopolitics and economic development worked hand in hand to reduce conflict in the region and, in this respect, the East Asian peace has been a confluential peace. The general problem with a confluential peace is that the factors that shape it evolve over time, and the specific circumstances in question seem to be evolving in a different direction, with East Asia shaping up to be the most central locale of the contest between US and Chinese hegemony, both regionally and perhaps globally. This book argues that the idea of the East Asian peace now requires adjustment to the current and near-future context. The more general arguments presented here focus on alternative interpretations of how regional peace and order should be interpreted, while the more specific arguments involve interpretations of Chinese and other countries’ behavior in the context of the heightened rivalry between China and the United States. This book will be of much interest to students of East Asian politics, peace studies, foreign policy, and international relations.

Various works have addressed the economic characteristics and consequences of armed conflicts over the past two decades, including issues such as ‘blood diamonds’, natural resource wars, economically motivated armed violence, self-financing conflict, or the complicity of companies and state elites in conflict economies. However, rather than treating these issues as obstacles for peace, this book explores whether they can be opportunities for peacemaking by adopting a political-economy perspective. The book looks at income sharing from natural resources as an opportunity for forward-looking peacemaking strategies, and the implications of deal-making in situations in which war economies and insecurity provide strongmen with disproportionate political and economic power. The book also highlights that peace processes are not necessarily about the rectification of a conflict’s ‘root causes’, but rather about what matters most to the main stakeholders at the moment when a peace process starts taking shape. Finally, efforts to establish a lasting peace need to go beyond the traditional set of actors associated with peace processes. The strategic involvement of donor agencies, companies, and diaspora communities can strengthen forward-looking peace processes. The book will help both student and practitioner audiences to better understand armed conflicts and their belligerents, optimize the planning and management of peace initiatives, and shape expectations in peace agreements. It will be of much interest to students of peacebuilding, conflict studies, development studies, International Political Economy and International Relations in general.
