But recent research has questioned the validity of this link, claiming that poverty is not a main determinant of child labor. Starting from the premise that child labor is not necessarily harmful, Blunch and Verner analyze the determinants of harmful child labor, viewed as child labor that directly conflicts with children's accumulation of human capital, in an effort to identify the most vulnerable groups. Identifying these groups might enable policymakers to take appropriate action.The authors reinstate the positive relationship between poverty and child labor.Moreover, they find evidence of a gender gap in child labor linked to poverty. Girls as a group (as well as across urban, rural, and poverty subsamples) are consistently found to be more likely to engage in harmful child labor than boys. This gender gap may reflect cultural norms (an issue that calls for further research).The incidence of child labor increases with age, especially for girls. In Ghana there are structural differences - across gender, between rural and urban locations, and across poverty quintiles of households - in the processes underlying child labor.This paper - a joint product of Human Development 3, Africa Technical Families, and the Economic Policy Sector Unit, Latin America and the Caribbean Region - is part of a larger effort in the Bank to investigate and understand the processes underlying child labor.

Book excerpt: Although a growing theoretical literature points to credit constraints as an important source of inefficiently high child labor, little work has been done to assess its empirical relevance. Using panel data from Tanzania, Beegle, Dehejia, and Gatti find that households respond to transitory income shocks by increasing child labor, but that the extent to which child labor is used as a buffer is lower when households have access to credit. These findings contribute to the empirical literature on the permanent income hypothesis by showing that credit-constrained households actively use child labor to smooth their income. Moreover, they highlight a potentially important determinant of child labor and, as a result, a mechanism that can be used to tackle it. This paper--a joint product of the Poverty Team and Investment and Climate, Development Research Group--is part of a larger effort in the group to study the determinants of child labor. It is output from the research project "Child Labor and Access to Credit: Evidence from Rural Tanzania and Vietnam" funded by the Bank's Research Support Budget.

Book excerpt: December 2000 One problem when estimating a Cobb-Douglas production function with micro data is how to deal with the observations that show positive output but do not use some of the inputs. As the log of zero is not defined, one standard procedure is to arbitrarily replace those zero values with "sufficiently small" numbers. But can we do better than that? An alternative approach is presented and applied to Mexican farm-level data. The standard approach for fitting a Cobb-Douglas production function to micro data with zero values is to replace those values with "sufficiently small" numbers to facilitate the logarithmic transformation. In general, the estimates obtained are extremely sensitive to the transformation chosen, generating doubts about the use of a specification that assumes that all inputs are essential (as the Cobb-Douglas does) when that is not the case. Soloaga presents an alternative method that allows one to estimate the degree of essentiality of the production inputs while retaining the Cobb-Douglas specification. By using the properties of translatable homothetic functions, he estimates by how much the origin of the input set should be translated to allow the Cobb-Douglas functional form to capture the fact that the data have a positive output even when some of the inputs are not used. To highlight the empirical importance of the approach, he applies it to Mexican farm-level production data that he gathered. Many households did not use family or hired labor in farm production, or had different capital composition (that is, zero value for non-land farm assets). The estimations provide a clear measurement of the degree of essentiality of potentially non-essential inputs. They also indicate the size of the error introduced by the common "trick" of adding a "small" value to zero input values. Its key theoretical contribution is the notion that poverty is the result of a triadic failure—when markets, government, and civil society become dysfunctional at the same time. Using data on Catholic missionaries’ development work, this study presents the various ways by which FBOs mitigate market and government failures in healthcare, education, and social services, and in the process build and strengthen civil society. This study has two main objectives. First, it aims to present an overview of missionaries’ development work, evaluating the socioeconomic significance of their faith-based development work. In addition, various comparative advantages and disadvantages have been imputed to FBOs in the religion-development literature, and we assess to what extent missionaries actually exhibit these posited qualities in practice. Second, the groundwork is laid for future religion-development scholars by presenting a theoretical framework and a method for evaluating the role and contributions of FBOs in the larger community. This is an important investigation of contemporary worldwide Christianity and its relationship with development. As such, it will interest scholars of religious studies and missiology, as well as development economics, public service and the political economy.
