This book brings together the discoveries and insights the Center has produced in its first decade, as a contribution to international commons research and to the understanding of the commons in South Korea particularly. Divided into five main parts, the book charts the course of commons research in South Korea. Part I surveys the historical background to commons thinking through the course of its foundation as a dictator-led developmental state through to its current democratic and neoliberal status quo. Following on from this, Part II looks at how diverse commons perspectives have taken root during this period. Part III then analyses the various specific fields through which commons research in Korea has grown. After this, Part IV presents the fruits of this commons research—the alternative policies and social actions that have been proposed for Korean society. Lastly, Part V addresses the remaining challenges which ongoing commons research in Korea is seeking to address. An insightful resource for scholars of both Korean political economy and commons studies more broadly.

Collectively known as the minjung (“the people”), these agents of Korean democratization historically carved out an expanded role for civil society in the country’s politics. In Revisiting Minjung, some of the foremost experts in 1980s Korean history, literature, film, art, and music provide new insights into one of the most crucial decades in South Korean history. Drawing from the theoretical perspectives of transnationalism, post-Marxist studies, intersectional feminism, popular culture studies, and more, the volume demonstrates how an era that is often associated with radical politics was, in effect, the catalyst for the subsequent flourishing of democratic and liberal values in South Korea. Effective as of 1994 LOSC governs the high seas, international seabed and its resources, marine environmental protection, and fisheries. Preoccupation with cultural heritage - expressed in the rapid growth of national and private museums, the expansion of the antiquities’ market, revitalisation of local traditions, focus on ‘intangible cultural heritage’ and the development of cultural tourism - is something that directly or indirectly affects national policies and international relations. An investigation of how the concept of ‘cultural heritage’ has been and continues to be constructed in East Asia, drawing on several case studies taken from China, Japan and Korea, is thus timely and worthwhile.

In other words, there is a revived interest in the ‘developmental state’ concept. The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

Holcombe, Public Choice While economists typically praise the merits of competition among market-based enterprises, they are not so sure when it comes to competition among institutions, especially governments. I am aware of no better source for thoughtful reflection on competition among institutions than the ten essays presented in this book. Richard E. Wagner, George Mason University, US Why is competition between institutions usually viewed in a negative light, when competition is considered positive in most other economic contexts? The contributors to this volume introduce new perspectives on this issue, analytically and empirically exploring reasons for this perception. Negative assessments of institutional competition emphasize that such competition may lead to a race to the bottom in terms of eroding government revenues, redistributing wealth from workers to capitalists, and limiting democracy by forcing politicians to prioritize international investment capital rather than working for their voters. In this volume, however, many of the essays draw attention to the positive learning and information effects. The contributors conclude that competition may actually lead to institutions becoming more efficient in allocating resources.
