Book excerpt: This report reviews progress since 2009 on the recommendations of the Select Committee on Reform of the House of Commons - known as the Wright Committee after its Chair, Dr Tony Wright - and looks forward. It concludes that: Commons select committees are more effective, and election of select committee chairs and members by MPs in a secret ballot, instead of being appointed by the whips, as recommended by Wright, have brought greater transparency and democracy; the Backbench Business Committee, another suggestion of Wright, has been a success, giving backbenchers the chance to decide the subjects of debates covering about a quarter of the House's time; another key Wright recommendation - a House Business Committee which would give backbenchers an influence on the rest of the House's agenda - can be and should be introduced without delay. The Coalition Agreement said in 2010 that the Committee would be established by the third year of this Parliament; the House's petitions procedure is failing to meet public expectations. There is too much confusion between the roles of Government and Parliament. The Committee argues that there is still a case for the establishment of a petitions committee and recommends that officials work up a detailed and costed proposition which could then be put to the House for its endorsement

Changes in the architecture of the UK Constitution, diminishing academic reverence for the doctrine, and a more expansive vision of the judicial role, all present challenges to the relevance, coherence and desirability of this constitutional fundamental. At a time when the future of the sovereignty of Parliament may look less than assured, this book develops an account of the continuing significance of the doctrine. It argues that a rejuvenation of the manner and form theory is required to understand the present status of parliamentary sovereignty. Addressing the critical challenges to the doctrine, it contends that this conception of legally unlimited legislative power provides the best explanation of contemporary developments in UK constitutional practice, while also possessing a normative appeal that has previously been unrecognised. This modern shift to the manner and form theory is located in an account of the democratic virtue of parliamentary sovereignty, with the book seeking to demonstrate the potential that exists for Parliament – through legislating about the legislative process – to revitalise the UK's political constitution.

Until now, few authors have addressed in depth the internal relationships among parliamentary actors, their competing beliefs and their influence on parliament’s effectiveness. Parliament is overwhelmingly an agonistic institution, and competition for status, resources, influence and control has pervaded its administration and impeded reform. Parliaments appear to struggle with the concept of institutional management. The doctrine of exclusive cognisance or sole jurisdiction implies that parliament, and only parliament, should retain control of its internal business and processes. But why is parliament considered to be unique among public institutions, and why do parliaments appear to resist or even defy attempts to manage them more effectively? At a time when the public is losing confidence in governments, politics and political institutions, parliament’s role as a broker of ideas and a forum for deliberative policymaking is under threat. In an institution where no one has overall authority and direction, staying relevant and managing public expectations present major challenges for its members and administrators.
