Newly constructed panel data on the country's 285 districts, however, reveal huge differences in poverty changes, subnational economic growth, and local attributes. Results of econometric analysis show that besides growth, other factors directly influence the welfare of the poor, apart from their impact on growth itself. Among the critical ones are infrastructure, human capital, ag. price incentives, and access to technology. Thus, while fostering economic growth is evidently crucial, a more complete poverty reduction strategy should take into account these relevant factors.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

Economic growth of nearly 8% yearly benefited the poor and reduced poverty from 61% in 1993 to 37% in 1998. The proportionate increases in the incomes of the poorest quintile were appreciably larger than those of the top 20 or 40% of the population. This result is at variance with typical findings for other countries, which indicate that welfare gains from growth are smallest for the lowest quintile and rise with income group. The results for Viet Nam suggest that the faster the growth rate, the lesser becomes the role of distributive factors that directly influence the poor's well-being. A print on demand report.

Most describe the effects on the poor of the Indonesian economic crisis of 1997-98 and the response of the Indonesian government in the form of a Social Safety Net consisting of poverty mitigation programs. With the gradual recovery of the economy after 2000, the Indonesian government began reducing subsidies for fuel products and has channelled budgetary savings into a new series of targeted social protection and poverty alleviation undertakings that include unconditional cash transfers. The effectiveness of Indonesia's poverty alleviation programs has, however, been reduced by the difficulty of targeting beneficiaries accurately because of a lack of reliable, up-to-date poverty figures. In many instances unsuitable targeting methodology has been compounded by bad governance at the local level, while the introduction of regional autonomy, accompanied by the decentralization of authority to the district level, has formed a further complicating factor.

Book excerpt: "Starting with a general impact indicator as an evaluation criterion, Essama-Nssah offers an integrative framework for a unified discussion of various concepts and measures of pro-poor growth emerging from the current literature. He shows that whether economic growth is considered pro-poor depends fundamentally on the choice of evaluative weights. In addition, the author's framework leads to a new indicator of the rate of pro-poor growth that can be interpreted as the equally distributed equivalent growth rate. This is a distribution-adjusted rate of growth that depends on the chosen level of inequality aversion. Illustrations based on data for Indonesia in the 1990s show a strong link between growth and poverty reduction in that country. A decomposition of the observed poverty outcomes reveals the extent to which changes in inequality have blunted the poverty impacts of both growth and contraction. Finally, the results also demonstrate that absolute and relative indicators of pro-poor growth can lead to conflicting conclusions from the same set of facts.
