The chapters in this volume demonstrate this and explore the notion of power from a non-statist perspective, highlighting the limits of states and their governance. Using empirical evidence from Syria, Libya, Lebanon, Tunisia, Iraq, Yemen, and Mali, the authors explore non-standard cases where power may be retained by a state but must be shared with a number of local actors, resulting in limited statehood and hybrid governance, which leads to competition and sharing of symbolic and political power within a state. This book is intended to prompt a critical reflection on the meaning of governance. It will illuminate informal structures which deserve attention when studying governance and power dynamics within a state or a region. It explores the battle for legitimacy between the Sudanese state and Southern rebels. In particular, it examines how racial thought and rhetoric were used in international debates about the political destiny of the South. By placing the state and rebels within the same frame, the book uncovers the competition for Sudan’s reputation. It reveals the discursive techniques both sides employed to elicit support from diverse audiences, amidst the intellectual ferment of Pan-Africanism, the Cold War, and Black liberation politics. It maintains that the interplay of silences and articulations in both the rebels' and the state’s texts concealed and complicated aspects of the country’s political conflict. In sum, the book demonstrates that the war of words waged abroad represents a strategic, but often overlooked, aspect of the Sudanese civil wars.

In this context, the flows and the underlying global critical infrastructure are emerging as objects of high-level strategic importance. In recent years, many attempts have been made to resolve the ongoing conflicts in Somalia and South Sudan, but problems remain, and in 2019 the instability spread to Ethiopia. This book critically examines how many of the governance problems in the region can be addressed through institutional design. The central argument is that an inclusive system of governance through federalism, devolution, and inclusive political institutions as well as ensuring the institutionalization of power through strengthening the rule of law has the potential to make governments more accountable, inclusive, and be able to deliver critical services. Such systems ensure relative stability and peace and reduce the risks of state fragmentation – a major concern in the region. Demonstrating that the threats of further fragmentation and conflict due to the crisis of governance are likely to continue unless serious steps are taken to deal with the situation, the book will be an important read for researchers and policy makers with an interest in peacemaking, politics, constitutional law, and federalism in the region.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
