Book excerpt: Revisions to Air Emissions Reporting Requirements - Revisions to Lead (Pb) Reporting Threshold and Clarifications to Technical Reporting Details (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Revisions to Air Emissions Reporting Requirements - Revisions to Lead (Pb) Reporting Threshold and Clarifications to Technical Reporting Details (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 This action finalizes changes to the Environmental Protection Agency's (EPA) emissions inventory reporting requirements. This action lowers the threshold for reporting lead (Pb) emissions sources as point sources, eliminates the requirement for reporting emissions from wildfires and prescribed fires, and replaces a requirement for reporting mobile source emissions with a requirement for reporting the input parameters that can be used to run the EPA models that generate emissions estimates. This action also reduces the reporting burden on state, local, and tribal agencies by removing the requirements to report daily and seasonal emissions in their submissions under this rule, while clarifying the requirement to report these emissions under pollutant-specific regulations. Lastly, this action modifies some emissions reporting requirements which we believe are not necessary for inclusion in the Air Emissions Reporting Requirements (AERR) rule or are not clearly aligned with current inventory terminology and practices. This book was released on 2018-08-22 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: National Emission Standards for Aerospace Manufacturing and Rework Facilities Risk and Technology Review (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the National Emission Standards for Aerospace Manufacturing and Rework Facilities Risk and Technology Review (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 This action finalizes the residual risk and technology review (RTR) and the rule review the Environmental Protection Agency (EPA) conducted for Aerospace Manufacturing and Rework Facilities under the national emissions standards for hazardous air pollutants (NESHAP). In this action, we are finalizing several amendments to the NESHAP based on the review of these standards. These final amendments add limitations to reduce organic and inorganic emissions of hazardous air pollutants (HAP) from specialty coating application operations; remove exemptions for periods of startup, shutdown and malfunction (SSM) so that affected units will be subject to the emission standards at all times; and revise provisions to address recordkeeping and reporting requirements applicable to periods of SSM. These final amendments include a requirement to report performance testing through the EPA's Compliance and Emissions Data Reporting Interface (CEDRI). This action also makes clarifications to the applicability, definitions, and compliance demonstration provisions, and other technical corrections. The EPA estimates that implementation of this rule will reduce annual HAP emissions by 58 tons. Book excerpt: National Emission Standards for Hazardous Air Pollutants - Miscellaneous Organic Chemical Manufacturing (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the National Emission Standards for Hazardous Air Pollutants - Miscellaneous Organic Chemical Manufacturing (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 On November 10, 2003, EPA promulgated national emission standards for hazardous air pollutants for miscellaneous organic chemical manufacturing. Several petitions for judicial review of the final rule were filed in the United States Court of Appeals for the District of Columbia Circuit. Petitioners expressed concern with various requirements in the final rule, including applicability of specific operations and processes, the leak detection and repair requirements for connectors, criteria to define affected wastewater streams requiring control, control requirements for wastewater streams that contain only soluble hazardous air pollutants, the definition of "process condensers," and recordkeeping requirements for Group 2 batch process vents. In this action, EPA amends the final rule to address these issues and to correct inconsistencies that have been discovered during the review process. Book Interim Report of the Committee on Changes in New Source Review Programs for Stationary Sources of Air Pollutants

Download or read book Interim Report of the Committee on Changes in New Source Review Programs for Stationary Sources of Air Pollutants written by National Research Council and published by National Academies Press. This book was released on 2005-02-14 with total page 242 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Environmental Protection Agency's New Source Review (NSR) programs are designed to help ensure that the construction or modification of factories, electric-generating facilities and other large stationary sources of pollutants will meet emissions criteria. EPA revised the programs in order to provide flexibility and allow for improved energy efficiency in American industry without damaging the environment. However, critics argue the revisions could slow progress in cleaning the nation's air, potentially damaging human health. This interim report provides a synthesis of relevant background information and describes the approach the committee will use to assess the potential impact of the NSR revisions. Conclusions will be issued in a final report later this year.

Book excerpt: National Emission Standards for Hazardous Air Pollutants for Area Sources - Plating and Polishing - Direct final rule - amendments (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the National Emission Standards for Hazardous Air Pollutants for Area Sources - Plating and Polishing - Direct final rule - amendments (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 On June 12, 2008, EPA issued national emission standards for control of hazardous air pollutants (HAP) for the plating and polishing area source category under section 112 of the Clean Air Act (CAA). In today's action, EPA is taking direct final action to amend the national emission standards for HAP (NESHAP) for the plating and polishing area source category. These final amendments clarify that the emission control requirements of the plating and polishing area source NESHAP do not apply to any bench-scale activities. Also, several technical corrections and clarifications that do not make significant changes in the rule's requirements have been made to the rule text. We are making these amendments by direct final rule, without prior proposal, because we view these revisions as noncontroversial and anticipate no adverse comments. Consistent with Executive Order 13563, "Improving Regulation and Regulatory Review," issued on January 18, 2011, this amended rule will increase flexibility and freedom of choice for the public, and make the rule more clear and intelligible which, as a result, will reduce the burden.
