Download or read book Revision of the EU Green Public Procurement Criteria for Street Lighting and Traffic Signals written by and published by . This book was released on 2017 with total page 129 pages. Available in PDF, EPUB and Kindle. Book excerpt: Lighting is used on more than 1.6 million km of roads in EU28 countries, accounting for some 35 TWh of electricity consumption (1.3% of total electricity consumption) and costing public authorities almost 4000 million each year. A broad review of relevant technical, policy, academic and legislative literature has been conducted. This report examines the current market situation and the potential for reducing environmental impacts and electricity costs by assessing the recent developments in road lighting technology, particularly LEDs. Particularly important areas identified relate to energy efficiency, light pollution, product durability and, specifically for longer lasting and rapidly evolving new LED technologies, reparability and upgradeability. The information in this report shall serve as a basis for discussion with stakeholders about the further development and revision of EU GPP criteria for street lighting and traffic signals.

Available in PDF, EPUB and Kindle. Book excerpt: The EU GPP criteria for road lighting and traffic signals aim to address the key environmental impacts associated with the design, installation and operation of these systems. For road lighting, the criteria are broadly split into three parts: energy consumption, light pollution and durability aspects. From an LCA perspective, the main environmental impact was found to be related to energy consumption during the use phase. This impact can be reduced in a number of ways, by using luminaire and light source combinations with a high luminous efficacy, by dimming during periods of low road use and by selection of the lowest necessary light class for roads to prevent unnecessary over-lighting in the first place. Light pollution is another environmental impact of particular relevance to road lighting and traffic signals which is not well addressed by LCA methodologies. In order to reduce the potential for light pollution, EU GPP criteria are proposed based on upward and horizontal light output ratios. Furthermore, limits on Correlated Colour Temperature and blue light output are proposed in order to address concerns about annoyance and ecological light pollution respectively. The durability of light sources and fittings is not only important to environmental impacts but also to life cycle cost. Consequently, the EU GPP criteria set requirements for minimum warranties, ingress protection, control gear failure rates and reparability - in order to ensure that lighting equipment in winning tenders is of sufficient quality and able to deliver a prolonged service life. The implementation of these criteria should also help procurers understand better about aspects that should be considered in road lighting system design (e.g. maximum lighting level, dimming capability), the actual products they are procuring (requirements on provision of instructions and labelling), to keep accurate information about their infrastructure (requirement on asset labelling) and to monitor lighting system performance (requirements on metering and AECI). Overall, a good understanding of road lighting and traffic signal systems and the use of suitable technical specifications in Invitations to Tender should help ensure that the twin benefits of lower environmental impacts and lower life cycle costs for public authorities can be obtained.

Book Revision of the EU Green Public Procurement Criteria for Road Transport

Download or read book Revision of the EU Green Public Procurement Criteria for Road Transport written by and published by . This book was released on 2022 with total page 131 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public authorities' expenditures in the purchase of goods, services and works (excluding utilities and defence) constitute approximately 14% of the overall Gross Domestic Product (GDP) in Europe, accounting for roughly EUR 1.8 trillion annually. Thus, public procurement has the potential to provide significant leverage in seeking to influence the market and to achieve environmental improvements in the public sector. This effect can be particularly significant for goods, services and works (referred to collectively as products) that account for a high share of public purchasing combined with the substantial improvement potential for environmental performance. The European Commission has identified (road) transport as one such product group. Road transport covers a wide scope of vehicles (cars, LCVs, L-category vehicles, buses and waste collection vehicles) and services (mobility services, public bus services, waste collection services and post and courier services). The main environmental issues at the use phase addressed by the criteria are GHG emissions, air pollutant emissions and noise emissions. The impacts from the manufacture of batteries used in electric vehicle are also considered, leading to criteria on minimum and extended warranty of batteries. This revision has coincided with the evaluation of the Clean Vehicle Directive and the introduction of new test procedures to measure CO2 and air pollutant emissions of vehicles (WLTP, Real Drive Emissions in Euro 6). All these policies have been taken into account in the revision process of the EU GPP criteria for transport, to ensure a full harmonisation of the EU policies.

Book Energy Security

Download or read book Energy Security written by Nikolai Mouraviev and published by Springer. This book was released on 2018-10-17 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses energy policy within the framework of the expansion of renewable energy sources (RES) and increasing resource use efficiency. In this book, the term ‘resource efficiency’ is defined as deriving the most value from resource inputs related to energy production, while incorporating energy efficiency. The authors highlight the drivers, policy approaches, governance issues and management problems related to the reduction of dependency on fossil fuels by focusing on RES and resource efficiency. Mouraviev and Koulori argue that enhancing energy security requires a new approach, integrating two core components: the emphasis on increasing energy production from renewable sources and resource use efficiency, which forms a contrast to the traditional understanding of energy security as security of supply. Blending theory with practice using several case studies, this original book provides a novel conceptualisation of energy security that will be of interest and value to practitioners and policy makers as well as scholars and researchers.

Download or read book Revision of the EU Green Public Procurement GPP Criteria for Computers and Monitors and Extension to Smartphones written by and published by . This book was released on 2021 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the final science for policy report supporting the revision of the EU Green Public Procurement (GPP) Criteria for Computers and Monitors, and the extension of these criteria to Smartphones. These EU GPP Criteria aim at helping public authorities to ensure that ICT equipment and services are procured in such a way that they deliver environmental improvements that contribute to European policy objectives for energy, climate change and resource efficiency, as well as reducing life cycle costs. The revision process has taken into account market and technical developments as well as the experience gained by stakeholders in the application of the previous version of criteria. These criteria for computers, monitors, tablets and smartphones focus on the most significant environmental impacts during their life cycle, which have been divided into four distinct areas: product lifetime extension; energy consumption; hazardous substances; end-of-life management. This set of criteria also includes a further category of criteria that apply to separate procurements for refurbished/remanufactured devices and related services. For each area of focus, one or more criteria are provided, accompanied by the background technical rationale and a summary of the stakeholder contributions that support the final version of each criterion. Procurers can apply the criteria and engage tenderers to reduce the life cycle environmental impacts of their activities, focusing on those areas presenting the most improvement opportunities from cost and market perspectives and for which performance can be verified. The identified procurement processes and final green criteria are also described in a separate document, published as a Staff Working Document of the Commission: SWD(2021) 57 final. Together these two documents aim to provide public authorities with orientation on how to effectively integrate these EU GPP criteria into their procurement processes.

Download or read book Revision of the EU Green Public Procurement GPP Criteria for Imaging Equipment written by and published by . This book was released on 2020 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: This document is intended to provide the background information for the revision of the Green Public Procurement (GPP) criteria for Imaging Equipment. The study has been carried out by the Joint Research Centre's Directorate B (JRC Dir. B - Growth and Innovation) with technical support from a consulting consortium. The work is being developed for the European Commission's Directorate General for the Environment. EU GPP criteria aim at facilitating public authorities the purchase of products, services and works with reduced environmental impacts. The use of the criteria is voluntary. The criteria are formulated in such a way that they can be, if deemed appropriate by the individual authority, integrated into its tender documents. There are four main types of GPP Criteria: - Selection criteria (SC) assess the suitability of an economic operator to carry out a contract and may relate to: - (a) suitability to pursue the professional activity; - (b) economic and financial standing; - (c) technical and professional ability. - Technical specifications (TS), the required characteristics of a product or a service including requirements relevant to the product at any stage of the life cycle of the supply or service and conformity assessment procedures; - Award criteria (AC), qualitative criteria with a weighted scoring which are chosen to determine the most economically advantageous tender. The criteria are linked to the subject-matter of the public contract in question and may comprise, for instance: - environmental performance characteristics, including technical merit, functional and other innovative characteristics; - organisation, qualification and experience of staff assigned to performing the contract, where the quality of the staff assigned can have a significant impact on the level of performance of the contract; or - after-sales service and technical assistance, delivery conditions such as delivery date, delivery process and delivery period or period of completion. Award criteria must be considered to be linked to the subject-matter of the public contract where they relate to the works, supplies or services to be provided under that contract in any respect and at any stage of their life cycle, including factors involved in: - (a) the specific process of production, provision or trading of those works, supplies or services; or - (b) a specific process for another stage of their life cycle, even where such factors do not form part of their material substance. - Contract performance clauses (CPC), special conditions laid down that relate to the performance of a contract and how it must be carried out and monitored, provided that they are linked to the subject-matter of the contract. For each set of criteria there is a choice between two ambition levels: - Core criteria are designed to allow for easy application of GPP, focussing on the key area(s) of environmental performance of a product and aimed at keeping administrative costs for companies to a minimum.

Book Sustainable Lighting Lighting for Sustainability

Download or read book Sustainable Lighting Lighting for Sustainability written by MDPI and published by MDPI. This book was released on 2021-01-08 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role of lighting is developing into a topic considered alongside sustainable development. Some years ago, lighting installations fulfilled technical requirements and consumed only enough energy for the accurate completion of visual tasks. This recently changed due to several discoveries in the matter of non-visual paths, whose influence on users' well-being, safety, mood, and productivity is starting to be applied to installations. Today, we know that sustainable development depends on many factors but we are only now beginning to understand how accurate lighting can be used to promote development from different perspectives. The present book compiles work dealing with the way lighting installations must be designed to work in an efficient and sustainable way, together with the way lighting can be used to contribute to sustainable development beyond the well-know savings in energy, green-house gas emissions, and raw materials consumption. The union of both concepts, sustainable lighting and lighting for sustainability is what is call "total lighting", the global framework with which the lighting community will work in the near future.

Book The Law of Green and Social Procurement in Europe

Download or read book The Law of Green and Social Procurement in Europe written by Roberto Caranta and published by Djoef Publishing. This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main objective of public procurement regulation is to provide a government with the supplies and works it needs to operate. This primary objective is connected to the principle of value for money, and for the European Union, with the aim of ensuring the functioning of the internal market in public procurement. However, other objectives related to environmental and social concerns have always played a role as well. These range from the award of contracts, to workshops for the disabled, to strict environmental specifications. These 'secondary' or 'horizontal' objectives, also referred to as 'green procurement' or 'social procurement, ' are the subject of this book. The analysis covers the EU internal market law of green and social procurement, with emphasis on the interpretation, implementation, and practice, in a range of Member States of the EU, and includes a comparative study
