Book excerpt: 2017 and Later Model Year Light Duty Vehicle GHG Emissions and CAFE Standards (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the 2017 and Later Model Year Light Duty Vehicle GHG Emissions and CAFE Standards (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 On May 21, 2010, President Obama issued a Presidential Memorandum requesting that the Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA), on behalf of the Department of Transportation develop, through notice and comment rulemaking, a coordinated National Program under the Clean Air Act (CAA) and the Energy Policy and Conservation Act (EPCA), as amended by the Energy Independence and Security Act (EISA) to improve fuel efficiency and to reduce greenhouse gas emissions of light-duty vehicles for model years 2017-2025. President Obama requested that the agencies issue a Notice of Intent to issue a proposed rule that announces plans for setting stringent fuel economy and greenhouse gas emissions standards for light-duty vehicles of model year 2017 and beyond. This joint Notice describes the agencies' initial assessment of potential levels of stringency for a National Program for model years 2017-2025, and describes additional work that the agencies will undertake over the next two months to refine this assessment further. This Notice fulfills that request and discusses the agencies' plans to issue a Supplemental Notice of Intent by November 30, 2010 that will describe plans for the National Program, including an updated analysis of potential GHG and fuel economy standards for model years 2017-2025. This joint Notice also announces the plans by the two agencies to propose such a coordinated National Program by the fall of 2011. Download or read book Final Determination on the Appropriateness of the Model Year 2022 2025 Light Duty Vehicle Greenhouse Gas Emissions Standards Under the Midterm Evaluation written by U. S. Environmental U.S. Environmental Protection Agency and published by Createspace Independent Publishing Platform. This book was released on 2017-01-17 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Final Determination follows the November 2016 Proposed Determination issued by the EPA Administrator and the July 2016 release of a Draft Technical Assessment Report (TAR), issued jointly by the EPA, the National Highway Traffic Safety Administration (NHTSA), and the California Air Resources Board (CARB). Opportunities for public comment were provided for both the Draft TAR and the Proposed Determination. In the Draft TAR, the agencies examined a wide range of issues relevant to GHG emissions standards for MY2022-2025, and shared with the public their initial technical analyses of those issues. The Draft TAR was required by EPA's regulations as the first step in the Midterm Evaluation process. In developing the Proposed Determination, the Administrator considered public comments on the Draft TAR and EPA updated its analyses where appropriate in response to comments and to reflect the latest available data. The Administrator has likewise considered public input on the Proposed Determination in developing this Final Determination.

Book excerpt: 2017 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions and Corporate Average Fuel Economy Standards (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the 2017 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions and Corporate Average Fuel Economy Standards (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 EPA and NHTSA, on behalf of the Department of Transportation, are issuing final rules to further reduce greenhouse gas emissions and improve fuel economy for light-duty vehicles for model years 2017 and beyond. On May 21, 2010, President Obama issued a Presidential Memorandum requesting that NHTSA and EPA develop through notice and comment rulemaking a coordinated National Program to improve fuel economy and reduce greenhouse gas emissions of light-duty vehicles for model years 2017-2025, building on the success of the first phase of the National Program for these vehicles for model years 2012-2016. This final rule, consistent with the President's request, responds to the country's critical need to address global climate change and to reduce oil consumption. NHTSA is finalizing Corporate Average Fuel Economy standards for model years 2017-2021 and issuing augural standards for model years 2022-2025 under the Energy Policy and Conservation Act, as amended by the Energy Independence and Security Act. NHTSA will set final standards for model years 2022-2025 in a future rulemaking. EPA is finalizing greenhouse gas emissions standards for model years 2017-2025 under the Clean Air Act. These standards apply to passenger cars, light-duty trucks, and medium-duty passenger vehicles, and represent the continuation of a harmonized and consistent National Program. Under the National Program automobile manufacturers will be able to continue building a single light-duty national fleet that satisfies all requirements under both programs while ensuring that consumers still have a full range of vehicle choices that are available today. EPA is also finalizing minor changes to the regulations applicable to model years 2012-2016, with respect to air conditioner performance, nitrous oxides measurement, off-cycle technology credits, and police and emergency vehicles.
