Book excerpt: The Department of Defense (DOD) has proposed that the practices and policies of the Office of the Director of Operational Test and Evaluation (DOT & E) be modified to reduce the time and cost of developing and fielding new weapon systems. To help focus deliberations on DOD'S proposal, you asked us to review DOT & E'S operations and organizational structure for overseeing operational testing. Specifically, you asked us to assess (1) DOT & E's efforts and their impact on the quality of operational testing and evaluation in DOD and (2) the strengths and weaknesses of the current organizational framework in DOD for operational testing. As part of our review, we conducted 13 case studies of the testing of individual weapon systems. (Our scope and methodology are described in app. I, and brief descriptions of the 13 weapon systems are provided in app. II.).

Book excerpt: For every weapons system being developed, the U.S. Department of Defense (DOD) must make a critical decision: Should the system go forward to full-scale production? The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. Problems discovered at this stage can cause significant production delays and can necessitate costly system redesign. This book examines the milestone process, as well as the DOD's entire approach to testing and evaluating defense systems. It brings to the topic of defense acquisition the application of scientific statistical principles and practices.

DOT&E plays an integral role in operational test and evaluation by issuing policy and procedures, overseeing operational test planning, and independently evaluating and reporting test results. At times, DOT&E and acquisition programs may disagree about what is needed to adequately demonstrate operational capability, which sometimes may affect programs' cost or schedule. The Joint Explanatory Statement to Accompany the National Defense Authorization Act for Fiscal Year 2015 directed GAO to review DOT&E's oversight activities. This report examines (1) the extent to which DOD acquisition programs have had significant disputes, if any, with DOT&E over operational testing, and (2) the circumstances and impact of identified disputes. GAO evaluated documentation and interviewed officials from DOT&E, other DOD test organizations, and the acquisition community. GAO also conducted 10 case studies from among 42 programs identified by military service officials as having had significant disputes with DOT&E. GAO analyzed information received from acquisition and testing officials to verify the merits and degree of those disputes. Based on this assessment, GAO selected case studies that were representative of the most significant disputes identified across the military services"--Preliminary page.

Book excerpt: The public law that authorized the National Weather Service (NWS) to modernize its technical systems and restructure its field office organization set the requirements for what has become known as the modernization and associated restructuring demonstration (MARD). The law requires testing of the integrated performance, over a sustained period, of the modernized components and an operational demonstration that no degradation in service will result from the modernization and associated restructuring. In this report, the National Research Council's National Weather Service Modernization Committee reviews the September 1998 draft plan for MARD. The committee drew three conclusions from its review of the plan and offers five recommendations to the NWS.

Book excerpt: Pursuant to a congressional request, GAO provided information on the Department of Defense's (DOD) Office of the Director, Operational Test and Evaluation's (DOT&E) use of contractors. GAO found that: (1) DOT&E policies and procedures for managing contracts for operational test and evaluation (OT&E) support complied with existing guidelines; (2) DOT&E took measures that were consistent with regulations requiring agencies to guard against contractor conflicts of interest; (3) DOT&E use of the Institute for Defense Analyses as a contractor for OT&E support was permissible under federal regulations and appropriate, since the Institute was less likely than private contractors to have conflicts of interest; (4) of the $12.5 million DOT&E obligated to it during fiscal years 1987 through 1989, the Institute used about $2 million for 51 consultants and 2 subcontractors; (5) of those 51 consultants, 2 had been involved in overseeing programs that they subsequently performed operational test assessments on for DOT&E; and (6) in four instances, the Institute performed both acquisition and operational testing functions on the same weapon systems. GAO believes that disclosure of a consultant's prior work would be consistent with the regulation requiring disclosure of federally funded research and development centers' affairs.
