Book excerpt: This article reviews the empirical literature on the impact of the Productive Safety Net Program (PSNP) on different welfare outcomes of rural households in Ethiopia. The main finding of the review is that the PSNP had in general positive impacts on some attributes. PSNP has been found to have positive impacts on the food security of households, increasing crop yield and households' income. It has also been found to impact welfare in the form of improved health and school attendance, higher rates of insurance uptake, and improved cognitive skills in children. However, there is scant evidence on how much PSNP has protected or mitigated the possible deterioration in the purchasing power of beneficiaries after shocks such as drought and food price spikes. There is one exception to this literature gap, which showed that PSNP had a role in mitigating the adverse impact of inflation on the cognitive skills of children. In the face of declining land to labour ratio, increasing population, changing climate and environmental challenges, an important issue that needs to be addressed through research is the impact of PSNP on the longer-term perspective of agricultural transformation in Ethiopia. Furthermore, an implicit assumption in almost all major studies in the country in relation to social protection interventions such as PSNP is that, rural agricultural households can make a better livelihood within the framework of agriculture. A process of rural transformation requires engagement of households in side-line activities such as cottage industry, small scale manufacturing and services activities. Investigating the role of PSNP in this regard might be useful.

Book excerpt: We examine the implication of the Productive Safety Nets Program (PSNP) in Ethiopia on the economic resilience of rural households. Using five-rounds of household panel data covering nine years, we implement a recently developed probabilistic moment-based approach to measure resilience and evaluate the role of PSNP transfers and duration of participation in PSNP on household resilience. We document three important findings. First, although PSNP transfers are positively strongly associated with resilience, we find that transfers below the median are less likely to generate meaningful improvements in resilience. Second, continuous participation in PSNP is associated with higher resilience. Third, our evaluation of both short-term welfare outcomes and longer-term resilience suggests that these outcomes are likely to be driven by different factors. These findings suggest boosting household resilience will require significant investments in social protection programs and continuous participation in these programs. Our findings have important implications for the design and targeting of social protection programs in Africa, where safety nets programs generally operate at small scale with small transfers to beneficiaries over relatively short durations.

Book excerpt: We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.

These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.

Book excerpt: Centralized implementation mandates of Ethiopia’s Productive Safety Net Program (PSNP) require a full and uniform payment to each person in an eligible household. In practice, however, communities do not receive enough funding to fully implement the program. Therefore, communities must exercise local discretion in allocating aid. We recover the preferences revealed by local communities’ aid allocations and find they are pro-poor, allocating more to underprivileged groups with lower wage earning potential (e.g., teenage girls vs. teenage boys, adult women vs. adult men, elderly vs. working age adults). Despite communities’ pro-poor implementation, the program with constrained funding does not significantly lower overall poverty rates. In simulations with full funding, the program reduces poverty in both cases of centralized and decentralized program control, using different criteria for the allocation of funds. The major policy implication is that the financial scale of the safety net program is more important to poverty reduction than the locus of control over implementation.

Participation in the PSNP leads to an increase in household size of 0.3 members. PSNP participation lowers fertility by 7.6 to 9.9 percentage points. The increase in household size arises from an increase in the number of girls aged 12 to 18 years. We present suggestive evidence that this occurs because the PSNP causes households to delay marrying out adolescent females.

For example, neo-natal mortality and school dropout have been reduced, particularly for some classes of women in some areas of Africa. Horticultural and agribusiness exports have grown far more rapidly in some countries than in others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other policy experiences, and escaping the ties of structure, and the legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but it does pay close attention to the results of policy in more industrialized parts of the world. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.
