Book excerpt: This Defence Committee report into the MoD's Annual Report and Accounts 2010-11 focuses on the resource accounts, the MoD's performance, and personnel matters. The Armed Forces redundancy programme is expected to deliver up to 11,000 redundancies across the three Services. Civil servant redundancies have a target of 15,000. The Committee is disturbed that 40 per cent of planned military redundancies are to be compulsory while the MoD's current civilian redundancies will be entirely voluntary. The Permanent Under Secretary told the Committee that civilians are flexibly employable whereas the military are not. This runs contrary to the Committee's experience of the breadth of the military training and the skills shown by personnel as witnessed on operations. For the fifth successive year, the MoD's Annual Accounts have been qualified. In 2010-11, the MoD did not comply with international financial reporting as laid down by the Treasury and has no plans to do so for the foreseeable future. The MoD could also not provide adequate audit evidence for over £5.2 billion worth of certain inventory and capital spares. These problems are likely to persist until, at the very earliest, 2014-15. The Committee is concerned that the level of theft and fraud in the MoD appear generally to be increasing year on year. The MoD need to clarify the roles of the various police and security forces dealing with fraud and theft and provide further information on how the problems of prevention, detection and recovery are being managed.

Book excerpt: Cyber threats can evolve with almost unimaginable speed and serious consequences for the nation's security. The Government needs to put in place - as it has not yet done - mechanisms, people, education, skills, thinking and policies which take into account both the opportunities and the vulnerabilities which cyberspace presents. Evidence received by the Committee suggested that in the event of a sustained cyber attack the ability of the Armed Forces to operate effectively could be fatally compromised due to their dependence on information and communication technology. The Committee has asked the Government to set out details of the contingency plans it has in place should such an attack occur. If it has none, it should say so - and urgently create some. The Committee was impressed by aspects of the co-operation and joint working between the MoD and private sector contractors. It welcomed the Government's commitment to foster a vibrant and innovative cyber security sector in the UK including a distinct role for the MoD to deliver military capabilities both to confront high-end threats and to provide a potential offensive capability. The opportunity created by cyber tools and techniques to enhance the military capabilities of our Armed Forces is clear. The MoD needs to explore this thoroughly. For this reason, the Committee supports the use of National Cyber Security Programme funding to develop these capabilities, but also wish to be assured that the MoD will maintain its investment in existing defence intelligence services which provide a vital UK cross-government capability

Book excerpt: The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.
