Book excerpt: The Department of Defense (DoD) recently issued new and revised test and evaluation (T & E) policies that represent a shift in emphasis toward the evaluation side of T & E and promote a continued emphasis on integrated testing. The revised policies focus on using T & E throughout the system life cycle in a seamless continuum. This revision of T & E policies represents one of many actions the Department is taking to revitalize T & E and to ensure that T & E is timely, effective, and efficient. The revised policy responds to a 2007 review of DoD T & E and its applicability to emerging acquisition approaches. The Director of Operational Test and Evaluation and the Office of the Deputy Director, Developmental Test and Evaluation conducted the review and delivered the resulting report to Congress in July 2007 in compliance with Section 231 of the John Warner National Defense Authorization Act for Fiscal Year 2007, Public Law 109-364. The report, known as the "231 report," is the latest in a series of reviews and studies of DoD T & E that signaled the shift in DoD T & E policy. The December 2007 policy and the findings from the 231 report can be grouped into four broad themes: (1) Emphasis on evaluation, (2) Focus on capabilities and limitations, (3) Integrated and seamless T & E, and (4) Developmental T & E reporting.

DOT&E plays an integral role in operational test and evaluation by issuing policy and procedures, overseeing operational test planning, and independently evaluating and reporting test results. At times, DOT&E and acquisition programs may disagree about what is needed to adequately demonstrate operational capability, which sometimes may affect programs' cost or schedule. The Joint Explanatory Statement to Accompany the National Defense Authorization Act for Fiscal Year 2015 directed GAO to review DOT&E's oversight activities. This report examines (1) the extent to which DOD acquisition programs have had significant disputes, if any, with DOT&E over operational testing, and (2) the circumstances and impact of identified disputes. GAO evaluated documentation and interviewed officials from DOT&E, other DOD test organizations, and the acquisition community. GAO also conducted 10 case studies from among 42 programs identified by military service officials as having had significant disputes with DOT&E. GAO analyzed information received from acquisition and testing officials to verify the merits and degree of those disputes. Based on this assessment, GAO selected case studies that were representative of the most significant disputes identified across the military services"--Preliminary page.

Book excerpt: This report examines the proposed testing methodology and facility that the Department of Defense (DOD) will use to test and evaluate the effectiveness of its detection system against biological warfare agentsâ€"an issue that impacts battlefield missions as well as homeland security missions. The report assesses a proposal to construct a whole system live agent testing facility at West Center Test Center, Dugway Proving Ground in Utah for testing the Joint Biological Point Detection System (JBPDS). Because of scientific and schedule-related risks, the report recommends an alternate approach that focuses test and evaluation efforts on leveraging existing data, improving simulated biological agents for use in testing, testing in conditions that more closely resemble the actual field conditions where the JBPDS would be deployed, and modeling for predicted performance against actual biological agents. The report concludes that an integrated testing and evaluation plan encompassing all of these factors will be needed.
