Book excerpt: Breakdowns in key internal controls and a weak control environment resulted in at least $24.2 million being paid to Soldiers who submitted potentially fraudulent travel claims while on Temporary Change of Station (TCS) status. Other Soldiers on TCS status incurred travel expenses that were wasteful or abusive. It appeared that some Soldiers on TCS duty had developed an attitude of entitlement to the point they failed to exercise prudence or to make ethical choices regarding their travel expenses. Their primary motivation seemed to be to generate expenses (real or falsified) that would allow them to be reimbursed at or near the maximum allowed level for their duty location. This report also identifies a number of areas where the Department of the Army Personnel Policy Guidance for Contingency Operations in Support of GWOT (PPG) and the Joint Federal Travel Regulations (JFTR) need clarification. These areas relate to staying with a friend or relative, changing a Soldier's address, claiming unallowable expenses when a residence is purchased and used for TDY lodging, renting full furnishings for multi-bedroom accommodations, and submitting incomplete or illegible documents supporting amounts claimed for reimbursement.
