Book excerpt: The medical research landscape in the United States is supported by a variety of organizations that spend billions of dollars in government and private funds each year to seek answers to complex medical and public health problems. The largest government funder is the National Institutes of Health (NIH), followed by the Department of Defense (DoD). Almost half of DoD's medical research funding is administered by the Congressionally Directed Medical Research Programs (CDMRP). The mission of CDMRP is to foster innovative approaches to medical research in response to the needs of its stakeholdersâ€"the U.S. military, their families, the American public, and Congress. CDMRP funds medical research to be performed by other government and nongovernmental organizations, but it does not conduct research itself. The major focus of CDMRP funded research is the improved prevention, diagnosis, and treatment of diseases, injuries, or conditions that affect service members and their families, and the general public. The hallmarks of CDMRP include reviewing applications for research funding using a two-tiered review process, and involving consumers throughout the process. Evaluation of the Congressionally Directed Medical Research Programs Review Process evaluates the CDMRP two-tiered peer review process, its coordination of research priorities with NIH and the Department of Veterans Affairs, and provides recommendations on how the process for reviewing and selecting studies can be improved.

Book excerpt: The Government Performance and Results Act (GPRA), passed by Congress in 1993, requires that federal agencies write five-year strategic plans with annual performance goals and produce an annual report that demonstrates whether the goals have been met. The first performance reports are due in March 2000. Measuring the performance of basic research is particularly challenging because major breakthroughs can be unpredictable and difficult to assess in the short term. This book recommends that federal agencies use an "expert review" method to examine the quality of research they support, the relevance of that research to their mission, and whether the research is at the international forefront of scientific and technological knowledge. It also addresses the issues of matching evaluation measurements to the character of the research performed, improving coordination among agencies when research is in the same field, and including a human resource development component in GPRA strategic and performance plans.

Book excerpt: The United States embarked on bold polices to enhance its food and agricultural system during the last half of the 19th century, investing first in the education of people and soon thereafter in research and discovery programs aimed at acquiring new knowledge needed to address the complex challenges of feeding a growing and hungry nation. Those policies, sustained over 125 years, have produced the most productive and efficient agricultural and food system in history. The U.S. Department of Agriculture (USDA) is the primary agency responsible for supporting innovations and advances in food and agriculture. USDA funds are allocated to support research through several mechanisms, including the Agriculture and Food Research Initiative (AFRI). In 2008, Congress replaced USDA's National Research Initiative with AFRI, creating USDA's flagship competitive research grants program, and the 2008 Food, Conservation, and Energy Act, known as the Farm Bill, outlined the structure of the new program. Spurring Innovation in Food and Agriculture assesses the effectiveness of AFRI in meeting the goals laid out by Congress and its success in advancing innovations and competitiveness in the U.S. food and agriculture system. Spurring Innovation in Food and Agriculture evaluates the value, relevance, quality, fairness, and flexibility of AFRI. This report also considers funding policies and mechanisms and identifies measures of the effectiveness and efficiency of AFRI's operation. The study examines AFRI's role in advancing science in relation to other research and grant programs inside of USDA as well as how complementary it is to other federal research and development programs. The findings and conclusions of this report will help AFRI improve its functions and effectiveness in meeting its goals and outcomes.

Book excerpt: Review of the Research Program of the Partnership for a New Generation of Vehicles reviews the Partnership for a New Generation of Vehicles (PNGV). The PNGV program is a cooperative research and development (R&D) program between the federal government and the United States Council for Automotive Research (USCAR). A major objective of the PNGV program is to develop technologies for a new generation of vehicles with fuel economies up to three times (80 miles per gallon [mpg]) those of comparable 1994 family sedans. At the same time, these vehicles must be comparable in terms of performance, size, utility, and cost of ownership and operation and must meet or exceed federal safety and emissions requirements. The intent of the PNGV program is to develop concept vehicles by 2000 and production prototype vehicles by 2004. This report examines the overall adequacy and balance of the PNGV research program to meet the program goals and requirements (i.e., technical objectives, schedules, and rates of progress). The report also discusses ongoing research on fuels, propulsion engines, and emission controls to meet emission requirements and reviews the USCAR partners' progress on PNGV concept vehicles for 2000.

Directed research is commissioned or noncompetitively awarded research that is not competitively solicited because of specific reasons, such as time limitations or highly focused or constrained research topics. The scientific merit assessment processes have been developed by NASA to evaluate individual directed research tasks in order to ensure the scientific integrity of the HRP's directed research portfolio. The committee examined the HRP's current scientific merit assessment processes and conducted a public workshop to identify best practices among other federal agencies that use various assessment processes for similar types of directed research. Review of NASA Human Research Program's Scientific Merit Processes: Letter Report finds that the scientific merit assessment process used by the HRP for directed research is scientifically rigorous and is similar to the processes and merit criteria used by many other federal agencies and organizations - including the Department of Defense, National Institutes of Health, and the United States Department of Agriculture - for comparable types of research. This report also makes recommendations on ways to streamline and bolster the accountability and transparency of NASA's current processes.

Appropriations for these Congressionally Directed Medical Research Programs are used to support peer reviewed extramural research project, training, and infrastructure grants. Congress has become concerned about funding increases for these programs given current demands on the military budget. At the request of Congress, the Institute of Medicine (IOM) examined possibilities of augmenting program funding from alternative sources. The resulting IOM book, Strategies to Leverage Research Funding: Guiding DOD's Peer Reviewed Medical Research Programs, focuses on nonfederal and private sector contributions that could extend the appropriated funds without biasing the peer review project selection process.

Its mission is as follows: accelerate the development of pre-competitive and innovative technologies to enable a full range of efficient and clean advanced light-duty vehicles (LDVs), as well as related energy infrastructure. The Partnership focuses on precompetitive research and development (R&D) that can help to accelerate the emergence of advanced technologies to be commercialization-feasible. The guidance for the work of the U.S. DRIVE Partnership as well as the priority setting and targets for needed research are provided by joint industry/government technical teams. This structure has been demonstrated to be an effective means of identifying high-priority, long-term precompetitive research needs for each technology with which the Partnership is involved. Technical areas in which research and development as well as technology validation programs have been pursued include the following: internal combustion engines (ICEs) potentially operating on conventional and various alternative fuels, automotive fuel cell power systems, hydrogen storage systems (especially onboard vehicles), batteries and other forms of electrochemical energy storage, electric propulsion systems, hydrogen production and delivery, and materials leading to vehicle weight reductions.

Book excerpt: The public-private partnership to develop vehicles that require less petroleum-based fuel and emit fewer greenhouse gases should continue to include fuel cells and other hydrogen technologies in its research and development portfolio. The third volume in the FreedomCAR series states that, although the partnership's recent shift of focus toward technologies that could be ready for use in the nearer term-such as advanced combustion engines and plug-in electric vehicles-is warranted, R&D on hydrogen and fuel cells is also needed given the high costs and challenges that many of the technologies must overcome before widespread use. The FreedomCAR (Cooperative Automotive Research) and Fuel Partnership is a research collaboration among the U.S. Department of Energy, the United States Council for Automotive Research - whose members are the Detroit automakers-five major energy companies, and two electric utility companies. The partnership seeks to advance the technologies essential for components and infrastructure for a full range of affordable, clean, energy efficient cars and light trucks. Until recently, the program primarily focused on developing technologies that would allow U.S. automakers to make production and marketing decisions by 2015 on hydrogen fuel cell-powered vehicles. These vehicles have the potential to be much more energy-efficient than conventional gasoline-powered vehicles, produce no harmful tailpipe emissions, and significantly reduce petroleum use. In 2009, the partnership changed direction and stepped up efforts to advance, in the shorter term, technologies for reducing petroleum use in combustion engines, including those using biofuels, as well as batteries that could be used in plug-in hybrid-electric or all electric vehicles.

Begun in 1986 with three centers, there are now fourteen. In response to a CDC request to evaluate the program, Linking Research and Public Health Practice examines the vision for the prevention research centers program, the projects conducted by the centers, and the management and oversight of the program. In conducting the evaluation, the IOM committee took a broad view of how prevention research can influence the health of communities, and considered both the proximal risk factors for disease prevention and the more distal conditions for health promotion and improved equity in the distribution of risk factors. Book excerpt: The U.S. government supports a large, diverse suite of activities that can be broadly characterized as "global change research." Such research offers a wide array of benefits to the nation, in terms of protecting public health and safety, enhancing economic strength and competitiveness, and protecting the natural systems upon which life depends. The U.S. Global Change Research Program (USGCRP), which coordinates the efforts of numerous agencies and departments across the federal government, was officially established in 1990 through the U.S. Global Change Research Act (GCRA). In the subsequent years, the scope, structure, and priorities of the Program have evolved, (for example, it was referred to as the Climate Change Science Program [CCSP] for the years 2002-2008), but throughout, the Program has played an important role in shaping and coordinating our nation's global change research enterprise. This research enterprise, in turn, has played a crucial role in advancing understanding of our changing global environment and the countless ways in which human society affects and is affected by such changes. In mid-2011, a new NRC Committee to Advise the USGCRP was formed and charged to provide a centralized source of ongoing whole-program advice to the USGCRP. The first major task of this committee was to provide a review of the USGCRP draft Strategic Plan 2012-2021 (referred to herein as "the Plan"), which was made available for public comment on September 30, 2011. A Review of the U.S. Global Change Research Program's Strategic Plan addresses an array of suggestions for improving the Plan, ranging from relatively small edits to large questions about the Program's scope, goals, and capacity to meet those goals. The draft Plan proposes a significant broadening of the Program's scope from the form it took as the CCSP. Outlined in this report, issues of key importance are the need to identify initial steps the Program will take to actually achieve the proposed broadening of its scope, to develop critical science capacity that is now lacking, and to link the production of knowledge to its use; and the need to establish an overall governance structure that will allow the Program to move in the planned new directions.
