Book excerpt: The wars in Iraq and Afghanistan have highlighted the continuing need to improve the Department's ability to rapidly respond to urgent warfighter requirements against a highly adaptive enemy. The Department has created or modified numerous urgent needs processes to assist in countering enemy threats by expediting the fielding of warfighter urgent operational needs. The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009 directed the Secretary of Defense to commission a study and report to Congress to assess the effectiveness of the processes used by the Department of Defense for the generation and fulfillment of urgent operational needs. A Defense Science Board Task Force was established in December 2008 to conduct the study. Its report to Congress in July 2009 included recommendations for the Department of Defense to formalize two paths?one for urgent and the other for normal acquisitions; establish a $3 billion per year fund for rapid acquisition and fielding; and establish a new Defense Agency, the Rapid Acquisition and Fielding Agency, to fulfill the urgent operational needs of the warfighter. Key members of the Department?s new leadership have received this report and have incorporated it into their deliberations on how to more effectively support the current war in Afghanistan and Iraq and future operations.

Book excerpt: The Undersecretary of Defense for Acquisition, Technology, and Logistics (USD (AT & L)) requested that the Defense Science Board form a Task Force to assess current and future nuclear capabilities. Specifically, the Task Force terms of reference (TOR) are: " Assess the current plan for sustaining the nuclear weapons stockpile and make recommendations to provide for relevant future capabilities." Assess progress towards the goal of an integrated new triad of strike capabilities (nuclear, advanced conventional, and non-kinetic) within the new triad of strike, defense, and infrastructure." Examine the DoD role in defining needs in the nuclear weapons stockpile and recommend changes in institutional arrangements to ensure an appropriate DoD role." Examine a wide range of alternative institutional arrangements that could provide for more efficient management of the nuclear enterprise." Examine plans to transform the nuclear weapons production complex to provide a capability to respond promptly to changes in the threat environment with new designs or designs using previously tested nuclear components." Examine approaches to replacing weapons in the stockpile, over time, with weapons that are simpler to manufacture and that can be sustained with a smaller, less complex, less expensive design, development, certification and production enterprise.

Book excerpt: The Defense Science Board Task Force on Aerial Targets was convened in December 2004 to assess the future (2005 to 2020) needs for aerial targets for developmental and operational testing and for training of air defense systems against air-breathing threats. Ballistic missile threats and targets were not part of the Task Force charter. The aerial targets involve full-scale aircraft, subsonic and supersonic cruise missiles, rotary wing vehicles, and unmanned aerial vehicles (UAVs). Ground systems and on-board instruments that control the targets are also relevant. Testing and training against aerial targets involves roughly 750 flights per year using 10 different targets. About 200 of these flights result in the destruction of the target, so a substantial development and procurement program is in place, involving about $220 million funding per year. The Task Force found four areas of concern in its review of the future needs for targets and control systems out to the year 2020: * The need for a new full-scale aircraft target. * The dire need for several types of supersonic targets to represent existing anti-ship cruise missile threats. * The need for migration to a future common control system across the services, so that all services could test on all major ranges. * The need for a more centralized and focused aerial targets management structure in OSD.

We have also evaluated the evolution of DoD and Department of Energy (DOE) modeling, simulation, and above-ground testing capabilities since the cessation of underground testing to understand our ability to qualify hardened systems. The results of this Task Force were developed independent of, but are highly consistent with, the findings and recommendations of the Congressionally mandated Electromagnetic Pulse (EMP) Commission.
