Book excerpt: To better understand our climate system, it is important that we have climate data records (CDRs)-time series of measurements of sufficient length, consistency, and continuity to determine climate variability and change-that possess the accuracy, longevity, and stability to facilitate credible climate monitoring. In 2004, the National Research Council (NRC) published Climate Data Records from Environmental Satellites to provide the National Oceanic and Atmospheric Administration (NOAA) with initial guidelines on how to develop and implement an effective CDR program. NOAA used this book to draft a plan for a new Scientific Data Stewardship (SDS) program, and then asked NRC to review it. The new program will be responsible for processing, archiving, and distributing observations from satellite and supporting ground-based platforms for monitoring, diagnosing, understanding, predicting, modeling, and assessing climate variation and change. The NRC review outlines several ways in which to improve NOAA's draft plan, most importantly by clarifying advisory mechanisms, providing more detail about how NOAA will coordinate with important partners in generating CDRs, articulating how the program will prioritize its activities, and developing ways to realistically project future costs. However, the draft plan is sound overall and NOAA should immediately begin implementing the SDS program while revising the plan as recommended in the book.

The National Oceanic and Atmospheric Administration (NOAA), the agency responsible for understanding and predicting changes in the Earth's environment and conserving and managing coastal and marine resources to meet the nation's economic, social and environmental needs, has a broad mandate to engage and coordinate education initiatives on these topics. Since its creation in 1970, the NOAA has supported a variety of education projects that cover a range of topics related to the agency's scientific and stewardship mission. NOAA uses formal and informal learning environments to enhance understanding of science, technology, engineering and mathematics (STEM) and to advance environmental education. The work of this agency overlaps and compliments the missions of other federal agencies, institutions of higher education, private and nonprofit organizations. Coordination among these agencies and organizations has been challenging. Limited education resources and the inherently global nature of NOAA's mission make strategic partnerships critical in order for the agency to accomplish its goals. Additionally, clear education goals, planning, and strategic use of resources are critical aspects for effective partnerships. NOAA's Education Program: Review and Critique provides a summary of the national education context for NOAA's role in education which is twofold: first is to advance the environmental literacy of the nation, and second is to promote a diverse workforce in ocean, coastal, Great Lakes, atmospheric and climate sciences. The book also describes the strengths and weaknesses of the education strategic plan, the education evaluation approach of the agency and strategies for improving the evaluation process.

The increasing volume and diversity of NOAA's data holdings - which include everything from satellite images of clouds to the stomach contents of fish - and a large number of users present NOAA with substantial data management challenges. NOAA asked the National Research Council to help identify the observations, model output, and other environmental information that must be preserved in perpetuity and made readily accessible, as opposed to data with more limited storage lifetime and accessibility requirements. This report offers nine general principles for effective environmental data management, along with a number of more specific guidelines and examples that explain and illustrate how these principles could be applied at NOAA.

Currently, the best calibrated and lowest noise source of TSI measurements is the Total Irradiance Monitor (TIM) onboard NASA's Solar Radiation and Climate Experiment (SORCE). These TIM-era data are of higher quality than the older data in the full record. Thus, the TSI climate data record (CDR) has two components. There is the shorter, but more accurate record of the TIM era and the full (33+ year) space-based TSI measurement record. Both are important and require preservation. Review of NOAA Working Group Report on Maintaining the Continuation of Long-Term Satellite Total Irradiance Observations evaluates NOAA's plan for mitigating the loss of total solar irradiance measurements from space, given the likelihood of losing this capacity from instruments currently on the SORCE satellite in coming years and the short term/experimental nature of the currently identified method of filling the data gap. This report evaluates NOAA's plan for mitigating the gap in total solar irradiance data.

These subject areas are also relevant to NOAA's new priority on integrated environmental approaches. For NGDC to fulfill its potential, however, it must first rearticulate its mission and overcome some solvable problems, including obtaining effective feedback from its users and organizing the center to eliminate parallel activities and reduce scientific isolation among the divisions.

The goal of the OSTP PARR Memo is to increase the public accessibility of publications and digital data produced by federal researchers or by recipients of federal funds. These results were funded by taxpayers, and improving access to them should help move science and our economy forward. The OSTP objectives for digital data are in excellent agreement with those expressed in the NOAA Environmental Data Management Framework. To the extent feasible and consistent with applicable law and policy, agency mission, resource constraints, and U.S. national, homeland, and economic security, the NOAA PARR plan supports the objectives of the OSTP PARR Memo regarding publications and data. The NOAA PARR Plan also supports the provisions of the US Open Data Policy regarding public agency data inventories and the use of machine-readable and open formats, data standards, and common core and extensible metadata for all new information creation and collection efforts. Specific NOAA actions are described in Section 7, below, of the NOAA PARR plan, and each action includes reference(s) to the corresponding objective of the OSTP PARR Memo. To assist NASA, NOAA, and USGS in developing these tools, the NRC was asked to carry out a "decadal strategy" survey of Earth science and applications from space that would develop the key scientific questions on which to focus Earth and environmental observations in the period 2005-2015 and beyond, and present a prioritized list of space programs, missions, and supporting activities to address these questions. This report presents a vision for the Earth science program; an analysis of the existing Earth Observing System and recommendations to help restore its capabilities; an assessment of and recommendations for new observations and missions for the next decade; an examination of and recommendations for effective application of those observations; and an analysis of how best to sustain that observation and applications system.

With limited resources and enormous growth in data volumes, NOAA asked the National Academies for advice on how to archive and provide access to these data. This book offers preliminary principles and guidelines that NOAA and its partners can use to begin planning specific archiving strategies for the data streams they currently collect. For example, the book concludes that the decision to archive environmental or geospatial data should be driven by its current or future value to society, and that funding for environmental and geospatial measurements should include sufficient resources to archive and provide access to the data these efforts generate. The preliminary principles and guidelines proposed in this book will be refined and expanded to cover data access issues in a final book expected to be released in 2007.
