Book excerpt: After the Exxon Valdez oil spill in 1989, advancing oil pollution research and technology to limit the environmental impacts of oil spills became a national and international priority. Congress responded by enacting the Oil Pollution Act of 1990 and forming the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR) to coordinate research for preventing, planning for, responding to, and mitigating the effects of oil pollution on the environment. To achieve this end, ICCOPR published the oil pollution research and technology plan to guide research and funding priorities in 1992, with updates released over the years, most recently, the 2022-2027 Research and Technology Plan. This new report provides advice and guidance on the approach, structure, adequacy, and implementation of ICCOPR 2022-2027 Research and Technology Plan. Coordinated research efforts are necessary so knowledge and capacity related to oil spill prevention, preparedness, response, mitigation, and restoration can be advanced. Future updates of the plan should utilize a more streamlined, transparent, and community-driven development process including development of an oil pollution research dashboard and inclusion of metrics to assess and communicate progress on oil pollution research priorities. ICCOPR should also initiate processes to allow for open-water field trials when appropriate. The report recommendations were developed to assist ICCOPR with developing a Research and Technology Plan that can be widely used to promote progress, coordination, and collaboration on priority oil pollution research needs within the United States and globally - research needs that are important for improving knowledge, capacity, and regulations to safeguard the environment.

Book excerpt: The Pro-Poor Agenda for Prosperity and Development 2018 to 2023 (PAPD) is the second in the series of 5-year National Development Plans (NDP) anticipated under the Liberia Vision 2030 framework. It follows the Agenda for Transformation 2012-2017 (AfT). It is informed as well by lessons learned from the implementation of the Interim Poverty Reduction Strategy 2007 (iPRS) and the Poverty Reduction Strategy (2008-2011). The fundamentals underpinning the PAPD are: i) Liberia is rich in human and natural resources; but ii) is deprived of development largely because its human capital lacks the knowledge to transform the natural resources into wealth—whether through farming, mining, fishing, or other productive ventures that require technology or financial investments. Consequently, Liberia is relatively rich in natural capital but relatively poor in relations to its peers in both human and produced capital. Moreover, because of a legacy of entrenched inequality in access to development opportunities, widespread infrastructure deficits and pervasive poverty have become the binding constraints to future growth and prosperity.

Book excerpt: Many national legal frameworks still do not include laws and measures specifically intended to tackle climate change in the agriculture sectors. However, national laws and institutional frameworks are necessary for good governance and can operate to support the implementation of national policy and international commitments, including on climate change. Indeed, Target 16.3 of the Sustainable Development Goals calls for the promotion of the rule of law, and the assurance of equal access to justice for all. This is both an important stand-alone goal and an enabling goal for the realization of the transformative 2030 Agenda for Sustainable Development‎. Furthermore, the Food and Agriculture Organization of the United Nations (FAO) sees appropriately designed, informed and responsive national legal and institutional frameworks as key to supporting the implementation of countries’ commitments under the 2015 Paris Agreement, as well as their Nationally Determined Contribution in the food, agriculture and natural resources sectors. Climate change presents multiple challenges and it cannot be addressed effectively in silos. Attention must be paid not only to specific agriculture sectors, but also to governance areas that are interconnected with agriculture, such as public spending and investment, social protection and rural development. Efforts should be coordinated with the engagement of civil society, including the legal profession, vulnerable groups and the private sector.This Study addresses the principal expressions of the food and agriculture sector (crops and livestock agriculture, forestry and fisheries), looking at the critical cross-cutting issues and their integration into agriculture law. It provides a comprehensive overview of the legal and institutional issues to consider when working towards preparing the agriculture sector for the challenges of climate change.
