Book excerpt: Fish have been a major component of our diet and it has been suggested that fish/seafood consumption contributed to the development of the human brain, and this together with the acquisition of bipedalism, perhaps made us what we are. In the modern context global fish consumption is increasing. However, unlike our other staples, until a few years back the greater proportion of our fish supplies were of a hunted origin. This scenario is changing and a greater proportion of fish we consume now is of farmed origin. Aquaculture, the farming of waters, is thought to have originated in China, many millennia ago. Nevertheless, it transformed into a major food sector only since the second half of the last century, and continues to forge ahead, primarily in the developing world. China leads the global aquaculture production in volume, in the number of species that are farmed, and have contributed immensely to transforming the practices from an art to a science. This book attempts to capture some of the key elements and practices that have contributed to the success of Chinese aquaculture. The book entails contributions from over 100 leading experts in China, and provides insights into some aquaculture practices that are little known to the rest of the world. The aquatic living resources in these waters not only sustain wild natural fishery production, but also support fish production based on stock enhancement and aquaculture. Most inland capture fisheries are concentrated in the major rivers and lakes, whereas reservoirs are dominated by enhanced fisheries. In 2020, the national freshwater fishing output was 1.46 million tonnes, which was a decrease of 20.84 percent from the previous year. Since 2005, the output value of freshwater capture fishing and aquatic products in China has exceeded CNY 20 billion, reaching a peak of CNY 46.577 billion in 2018. With increasing economic development, the role of inland capture fisheries in the social economy has changed. Since the 1990s, there has been a gradual increase in aquaculture and since 2010 a gradual decrease in inland capture fishery production. With the issuance of various fishing ban policies and the strengthening of enforcement actions, especially the implementation of the “10-year fishing ban” on the Yangtze River and the fishing ban on major lakes, inland capture fisheries production has dropped sharply since 2016 and this development is expected to continue due to the increased awareness of the need for ecological protection in large waterbodies, the implementation of the fishing ban policy and the strengthening of law enforcement. However, even though aquaculture production has massively increased and provides the bulk of freshwater fish supply, high-quality aquatic products from natural waters are still highly sought after by consumers.

In accordance with FAO and the GFCM mandate, the objective of MedStat is to contribute to the sustainable and responsible fisheries management of fishery resources and fish production in the Mediterranean Sea through the implementation of a long-lasting statistical and information programme which will provide a sound basis for decision-making. The whole national statistical system developed within this activity consists of a set of databases and associated statistical data collection and implementation methodologies and procedures that primarily cover the fishing vessel census, catch and effort surveys, and other surveys targeting monitoring and management issues. Strengthening the capability of the fisheries institutions of the Mediterranean countries in marine fishery statistics and information systems, with a view to meeting the relevant national needs and requirements for participation in, and complementing in its entirety, the Mediterranean Fishery Statistics and Information System, is also considered a priority issue of MedStat.

The methodologies used are mainly appropriate for a tropical, developing county, with many small (artisanal) vessels and a few large (industrial) vessels. The methodology is the "sample-based approach". The data collection methodology presented attempts to utilize whatever information can be obtained in practice in a developing country.

Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

In two decades, the People's Liberation Army Navy has evolved from a backward force composed of obsolete platforms into a reasonably modern fleet whose growth is significantly shaking the naval balance in East Asia. The rationale behind China's contemporary rise at sea remains, however, difficult to grasp and few people have tried to see how the current structure of the international system has shaped Chinese choices. This book makes sense of Chinese priorities in its naval modernization in a 'robust' offensive realist framework. Drawing on Barry Posen's works on sources of military doctrine, it argues that the orientation of Beijing's choices concerning its naval forces can essentially be explained by China's position as a potential regional hegemon. Yves-Heng Lim highlights how a rising state develops naval power to fulfil its security objectives, a theoretical perspective that goes farther than the sole Chinese case.

The evaluation of the importance and value of inland fisheries is one of the biggest challenges for its development. To develop the inland fisheries data collection, we reviewed the current status of data collection in European countries and provided five detailed country examples. The specific country examples give detailed description of data collection, focusing on: 1) country-wide postal survey (Finland) and 2) web-based survey and development of citizen science approach (Denmark). Example 3) from Ireland focuses on recreational salmonid fishing and conservation limits. There are two examples based on logbook returns: 4) one strict system, which is considered to work well (Czech Republic) and 5) one less controlled system, currently not producing reliable results, and under development (Croatia). Case studies were provided in each country example. Finally, the authors discuss the important aspects of inland fisheries data collection and review the methods to provide recommendations.
