Book excerpt: Attempting fonnally to evaluate something involves the evaluator coming to grips with a number of abstract concepts such as value, merit, worth, growth, criteria, standards, objectives, needs, nonns, client, audience, validity, reliability, objectivity, practical significance, accountability, improvement, process, pro duct, fonnative, summative, costs, impact, infonnation, credibility, and - of course - with the tenn evaluation itself. To communicate with colleagues and clients, evaluators need to clarify what they mean when they use such tenns to denote important concepts central to their work. Moreover, evaluators need to integrate these concepts and their meanings into a coherent framework that guides all aspects of their work. If evaluation is to lay claim to the mantle of a profession, then these conceptualizations of evaluation must lead to the conduct of defensible evaluations. The conceptualization of evaluation can never be a one-time activity nor can any conceptualization be static. Conceptualizations that guide evaluation work must keep pace with the growth of theory and practice in the field. Further, the design and conduct of any particular study involves a good deal of localized conceptualization.

The problem is that alternative education programs fail to adequately address the issues that At-Risk students bring to, and face in, the alternative and/or the traditional classroom. This study utilized a qualitative and a quantitative approach to evaluate and delineate the fundamental needs of At-Risk students in the public alternative education sector. The purpose of the study was for alternative students, their immediate relatives, and other affected groups to personally express their needs as lived, experienced, and as viewed by them. Those expressions of needs would then create the basis from which public education, having been apprised of the needs, can begin to develop the means by which they can be met. The research utilized open-ended questions developed by the researcher and answered by five different groups most pertinent to the study. The results derived were then coded into common themes that accurately reported the needs expressed. Data-driven conclusions justified the need for a new and different approach to alternative education and subsequent further study. The findings of this study also led to the development of a theory by which alternative education can be guided. Book excerpt: This study examined the perceptions of alternative school teacher in the state of Tennessee correctional schools, special GED preparation programs and non-public school settings where the new standards-based teacher evaluation system is used. The study sought to determine the extent the implemented teacher evaluation process called Teacher Evaluation Acceleration Model (TEAM)influenced improved practice and professional growth in alternative schools in Tennessee. This study included several teachers that have been surveyed in a pilot study in January, 2012, as well as all others identified as certified Tennessee teachers in non K-12 alternative schools. A quantitative research method design was used to gather data with the number of possible respondents being about 300. Data was collected via a teacher questionnaire and review of state documents from Tennessee Consortium on Research Evaluation and Development. The survey instrument used was adapted from the revised "Teacher Evaluation Profile Questionnaire" (TEP) (Stiggins & Duke, 1988). Despite several years of research and differing models of teacher evaluations, the overall teacher satisfaction and student achievement seem to be declining in Tennessee. Since this problem may negatively impact the job efficacy for teachers in alternative settings and also impede student growth in productive learning environments, these variables were analyzed in the research study. This dissertation addressed teacher perceptions of a strong observation rubric for evaluation through TEAM, a performance evaluation that focuses almost exclusively on teacher practices and student behaviors that can be observed in the alternative classroom.
