Book excerpt: China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges: employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incomplete reforms. Unmet, these challenges could undermine the sustainability of growth, and China's promise could fade. China 2020, a seven-volume set, examines China's recent history, where it is today, and the path it should follow during the first two decades of the 21st century. The volume in the set entitled, Old Age Security: Pension Reform in China highlights two severe difficulties with China's current pension system: the urgent and immediate problem of the pension burden placed on state-owned enterprises, and the longer-term predicament arising from a rapidly aging population. State enterprises inherited heavy pension obligations from the central planning era. With the transition to a market economy, employment in the state enterprise sector is declining, while the number of pensioners is rising rapidly. The study recommends a unified pension system that includes both mandatory funded individual accounts and a social insurance scheme. It also endorses a sustainable contribution rate that attaches considerable importance to long-term financial viability (more than 60 years) and examines the risks associated with low compliance rates and low interest rates.

Book excerpt: The Government of Indonesia has attempted to implement sustainable development since the 1970s through various strategies, including spatial planning and Environmental Impact Assessment. Nevertheless, the strong economic performance that has characterised Indonesia for most of this period, has been achieved at the cost of serious environmental degradation and social problems. It is clear that there is an urgent need for further review of the instruments through which environmental concerns are integrated into resource use decisions. The examination of the spatial planning system in Indonesia reveals a series of inadequacies in terms of its ability to support sustainable development. The 1992 Spatial Use Management Act (SUMA) and its implementing regulations contain strong environmental commitment. However, as it only governs spatial planning in general it is inadequate for dealing with planning at local levels where decisions involving major environmental impacts are made. The research shows that planning is not integrated and does not demonstrate effective concern for the environment.

Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. As the Indonesian government formulates its second long-term development plan, issues of environmental quality and sustainability raise new concerns. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. This will eventually lead to negative effects on the economy. -As a result of rapid growth, environment- related issues of equity among the population will become increasingly important.
