It reviews 91 impact evaluations of transport interventions in developing countries, summarizes findings on outcomes, identifies evidence gaps, and proposes ways forward. Most of the studies reviewed find significant effects on at least one of the outcomes investigated. However, impact evaluation has given relatively little coverage to major areas of investment, such as urban and sustainable transportation, transport corridors, and efficiency enhancing measures. New methods and increasing openness of geospatial data provide scope to generate more innovative impact studies.

These papers also formed the basis for input by WU Global Tax Policy Center at the first meeting of The Belt and Road Initiative Tax Cooperation Conference (BRITCC) held in Astana on 14–16 May 2018, in which it was agreed to establish a permanent forum to examine the tax issues that arise from the BRI. The WU Global Tax Policy Center will continue to provide inputs to this forum.

Broad measures of development in East Asia have improved at the same headlong pace. Why push further integration now? Two economic events of historic proportions provide the context: strategic thinking of development in the region following the East Asian financial crisis of 1997-98 and the accession of China to the World Trade Organization. Policymakers interested in a stable, prosperous region are concerned by mildly rising inequality within countries and a widening gap between richer economies and the poorest economies. Increasingly, the development agenda in the region with its focus on growth, jobs, and social stability and the trade policy agenda with its focus on market access and competitiveness have become intertwined. East Asian policymakers seek to develop a coherent set of economic policies that can deliver stability, growth, and regional integration. Without attempting to be comprehensive, 'East Asia Integrates' offers fundamental strategies that promote cross-border flows of trade, along with domestic policies on logistics, trade facilitation, standards and institutions to maximize the impact of these flows on development and distribute the gains from trade widely. As the authors demonstrate, multilateral and regional trade initiatives must provide a compelling vision of how integration can deliver broadly shared growth and prosperity if they are to succeed. In addition, they must use the momentum offered by trade agreements to address the links between trade on the one hand, and social stability, poverty reduction, and growth on the other.

Despite new theoretical insights into the benefits of megacities, the emerging Asia is facing a daunting challenge concerning the management of infrastructure and services in their megacities. The deteriorating urban mobility is the most difficult challenge with respect to the sharp increase in vehicle numbers and to inadequate and poorly managed road infrastructure. Public transport, a sustainable mode of mobility, is subjected to a vicious cycle of poor service, decreasing ridership and lower investment. Despite various policy initiatives, the situation has not improved. The scale and growth pattern of Asian megacities have distinctive features which generate a unique set of challenges and opportunities. New perspectives are needed to effectively address the transportation problems making the best use of available opportunities. This book, which is a result of an international collaborative research, addresses these challenges by providing insightful analysis and novel viewpoints.

Furthermore, on account of economic development and population growth, the region is expected to face substantial increases in trade shares and, thus, freight volumes. Accordingly, some estimates suggest that in Asia, ton-kilometres from surface freight will increase by 261% from 2015 to 2050 accounting for over two-thirds of all surface freight globally. Against this background, the Review provides a data-supported overview and insight for policy makers towards accomplishing seamless intermodal freight transport connectivity across key economic, social and environmental dimensions.
