Book excerpt: The document is based on the publication “Review of Agricultural Trade Policies in former Soviet Union countries 2015-16” available in Russian. The main economic and political factors influencing the patterns of agrifood trade in the region during 2014 generally continued to have an impact in 2015 and 2016. In particular, a further slowdown in economic growth was observed in all countries during 2015. In addition, the depreciation of all the national currencies against the US dollar and the euro , which began in 2014, continued in 2015 and, in some cases, in 2016. Due to weaker national currencies and falling consumer demand, the total value of imports of agrifood products in dollar terms decreased in many countries. The decline in demand for agrifood products in the region and lower international prices also contributed to the reduction in the value of agrifood exports from the region. At the same time, the last two years have been marked by stronger integration processes affecting agr ifood trade among several countries in the region.

The intensification of the major drivers behind recent food insecurity and malnutrition trends (i.e. conflict, climate extremes and economic shocks) combined with the high cost of nutritious foods and growing inequalities will continue to challenge food security and nutrition. This will be the case until agrifood systems are transformed, become more resilient and are delivering lower cost nutritious foods and affordable healthy diets for all, sustainably and inclusively.

The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

The effects of climate change pose considerable challenges to agricultural production. The Sustainable Development Goals provide a framework for assessing and tackling these challenges and monitoring progress. Currently only a few countries have policy frameworks that address all four pillars of food security – availability, access, utilization and stability. To end all forms of malnutrition by 2030, countries will need to exercise strong political will and make financial commitments to meeting the targets. Food policy is defined as the way government policy influences food production and distribution. Russia’s food policy is important for several reasons. The first and most obvious reason is that a dysfunctional food policy is symptomatic of larger political and societal problems. A failing food policy is often the precursor to political instability. Russian food policy is also important is due to the agricultural recovery since 2004 that has allowed Russia to become self-sufficient in grain production. Being food-sufficient in grain means that Russia is not drawing upon global grain supply. Even more important, Russia now produces surpluses and has become a global grain supplier. Moreover, the agricultural recovery has made the country food secure, traditionally defined as having enough food for a healthy life. An analysis of food policy reveals that the structure of food production has changed with the emergence of mega-farms called agroholdings that are horizontally and vertically integrated. Agroholdings represent a concentration of capital and land, with a small number of farms producing large percentages of total food output. The book explores alternatives to the industrial agricultural model by discussing different variants of sustainable agriculture. A final importance of Russian food policy concerns food trade. Russia has become more protectionist since 2012. The food embargo against Western nations (2014-2017) is one example, so too is import substitution that is a core component of food policy. The book demonstrates the politicalization of external food trade. Food trade and denial of access to the Russian market is used as an instrument of foreign policy to punish countries with whom Russia has disagreements. Current Russian policymakers have food resources to augment, support, and extend national interests abroad. Russia historically has cycled through periods of integration and isolation from the West. This book raises the question whether a new normal has arisen that is characterized by the permanent withdrawal from integration, as evidenced by its nationalist and protectionist food policy. The book is entirely original, rich in detail and broad in scope. It is based on field work, survey data, a wide reading of primary sources and the secondary literature, all of which are linked to important policy questions in development studies and food studies. It is destined to become a classic book on Russian food policy.
