ADB's PPP operations will be based on four pillars: (i) advocacy and capacity development, (ii) enabling environment, (iii) project development, and (iv) project financing. This study aims to (i) update the 1998–2008 PPP database for program/project, and technical assistance approvals with PPP content for 2009–2010; and (ii) classify ADB assistance for PPPs from 1998 to 2010 based on the four pillars of the plan.

From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.

Book excerpt: This study examines major challenges and issues associated with developing regional infrastructure through the fostering of regional cooperation in Asia, and provides a framework for pan-Asian infrastructure cooperation. The study's long-term vision is the creation of a seamless Asia (an integrated region connected by world-class, environmentally friendly infrastructure) in terms of both "hard" (physical) and "soft" (facilitating) infrastructure. The soft part supports the development and operation of the hard component. Findings indicate that the benefits of upgrading and extending Asia's infrastructure networks are substantial, and that all countries in the region would benefit. A logistics network is only as good as its weakest link; each country in a regional supply chain gains from infrastructure improvements made in others. Improving connectivity in the region would bring Asia large welfare gains through increased market access, reduced trade costs, and more efficient energy production and use. According to the study, to achieve this Asia needs to invest approximately $8 trillion in overall national infrastructure between 2010 and 2020. In addition, Asia needs to spend approximately $290 billion on specific regional infrastructure projects in transport and energy that are already in the pipeline

This book advocates a regional geopolitical approach to explaining donor-donor relationships and provides a multidisciplinary critical assessment of the contemporary debates on emerging powers and foreign aid, bringing together economic and geopolitical approaches in the light of the 2015 completion of the Millennium Development Goals (MDGs). Moving away from established debates assessing the advantages and disadvantages of foreign aid, this book challenges the current geopolitical assumptions of the emerging powers concerning issues such as 'south-south' solidarity, shared development experience and 'multipolarity'. It analyses how donor governments 'sell' aid to recipients through enabling different cultural assumptions and soft power narratives of national identity and provides empirical evidence on agendas such as aid effectiveness, aid for trade, public-private partnerships, and green growth aid. Book excerpt: Public private partnerships in which the private sector takes on roles previously carried out by the public sector have been heavily promoted in the provision of infrastructure throughout the world, but especially in the UK, the USA and Canada. In Ideology Over Economics, economist John Loxley examines the expansion of P3s following the 2008 global financial crisis, when corporations responded to the crisis by lobbying governments for financial assistance and austerity governments responded by expanding financial resources for P3s. For many governments, the rationale for using P3s lies in the state manufactured fiscal crisis. The usual economic arguments underlie government largesse – lower cost, reduced risk and high-quality construction for public projects. In these arguments little has changed. From his close examination of case studies of P3s in the UK, Canada and developing countries, John Loxley concludes that P3s do not achieve any of these promised goals and argues that the expansion of P3s owes more to ideology than to a rational evaluation of their economic and community building benefits.

The private sector is becoming more active in disaster management and plays an important role in distributing relief items and sending search and rescue teams in the response phase. However, once the response stage is over, private sector involvement tends to fade. While a number of disaster risk reduction (DRR) initiatives by the private sector are documented, they remain limited. The private sector can contribute enormously to DRR by developing business continuity plans, innovating technology for early warning systems, and providing and sharing technical knowledge, skills, and resources in the field of disaster preparedness. To strengthen DRR capacity, it is crucial to involve the private sector as major actors in DRR. The primary target groups for this book are students and researchers in the fields of disaster management and DRR studies. Another target group comprises practitioners and policy makers, who will be able to apply the collective knowledge from this work to policy and decision making. The book provides an overview of the current research trends and furnishes basic knowledge on this important topic.
