Book excerpt: In the last 30 years or more, the Army has been engaged in manufacturing and various other operations at a number of installations throughout the United States. As a result of these operations, the installations have become contaminated with various chemical, biological, and radiological materials. The contaminates were deposited in disposal basins, Burial pits, test sites, impact ranges, production facilities, demilitarization areas, and storage yards. Although some of these areas were contaminated unintentionally through accidental spills or munitions deteriorating in storage, most of the contamination stemmed from intended and legitimate operations. To date, some 50 DARCOM installations have been initially identified as possibly having serious contamination problems. The army realized, of course, that a program to restore these installations to a point where they would be suitable for public use would be a technically complex and costly undertaking. The technology base was shallow and in many areas the state-of-the-art would have to be advanced. Estimates of cost and time were substantial. As a result of the technical complexity, high cost, political visibility, and involvement of a wide range of federal agencies, in August 1975 this effort was placed under project management control.

Book excerpt: The goal of the IRP Phase I study is to identify sites where there is potential for environmental contamination resulting from past waste disposal practices and to assess the potential for contamination migration from these sites. The conclusions are based on the evaluation of information collected from the project team's field inspection; review of records and files; examination of historical aerial photographs; and interviews with base personnel, past employees, and state and local government employees. Twelve potential contamination sources were identified on USCG facilities at MMR. The evaluation of these sites are identified, and their evaluation is summarized in Table 5.0-1. Locations of these sites are shown in Figures 5.0- and 5.0-2. Six of the 12 sites were determined to have a potential for contamination and/or contaminant migration. Evaluations and conclusions regarding the seven sites (CS-1, CS-2, CS-3, CS-4, CS-6, and FS-2) that have a potential for contaminant migration and received HARM scores are detailed in the following paragraphs. HARM methodology is presented in Appendix G; individual HARM rating forms for each site are presented in Appendix H. (fr).

Book excerpt: A large number of chemicals are used on land at shore facilities, in the air in combat and reconnaissance aircraft, on seas around the world in surface vessels, and in submarine vessels by the navy and marine corps. Although the chemicals used are for the large part harmless, there is a significant amount of chemicals in use that can be health hazards during specific exposure circumstances. The Navy Environmental Health Center (NEHC) is primarily tasked with assessing these hazards. The NEHC completes its tasks by reviewing toxicological and related data and preparing health-hazard assessments (HHAs) for the different chemicals. Since the NEHC is continually asked to develop these HHAs, the National Research Council (NRC) was asked to assess independently the validity and effectiveness of NEHC's HHA process, in order to determine whether the process as implemented provides the Navy with the best, comprehensive, and defensible evaluations of health hazards and to identify any elements that might require improvement. The task was assigned to the Board on Environmental Studies and Toxicology's Committee on Toxicology's (COT's) Subcommittee on Toxicological hazard and Risk Assessment. Review of the U.S. Navy Environmental Health Center's Health-Hazard Assessment Process presents the subcommittee's report. The report is the work of expertise in general toxicology, inhalation toxicology, epidemiology, neurotoxicology, immunotoxicology, reproductive and developmental toxicology, pharmacology, medicine, risk assessment, and biostatistics. It is based on its review of documents provided by NEHC, presentations by NEHC personnel, and site visits to NEHC in Norfolk, Virginia and an aircraft carrier in San Diego, California.

Book excerpt: Natural attenuation, or intrinsic bioremediation, was investigated as an innovative approach to site remediation. This process, based on the concept that contamination in ground water, soils, and surface water can be reduced to environmentally benign levels through natural processes, is becoming increasingly popular with both regulators and the parties responsible for remediation. A review was conducted of the available scientific literature for sites at which natural attenuation has been observed or selected for implementation, including several database searches. In addition, Federal and state regulators were interviewed to identify the conditions necessary for regulatory acceptance of natural attenuation. The final phase of the study involved assessing the available technical data to support the selection of natural attenuation at contaminated Army sites. The study results demonstrate reasonable potential for implementation of natural attenuation at Army sites, provided that site-specific characteristics support its selection. Laboratory studies and field demonstrations are recommended to assess the potential for biodegradation of military unique compounds such as explosives and energetics, since these materials have not been demonstrated to be as susceptible to natural attenuation via biodegradation.

Book excerpt: A Preliminary Assessment/Site Inspection was conducted at the 220th Engineering Installation Squadron, Zanesville, Air National Guard Station, Zanesville, Ohio. The Air National Guard Readiness Center/Installation Restoration Program Branch authorized Operational Technologies Corporation to prepare a PA/SI Work Plan and conduct the SI at the Zanesville, ANGS. A PA of the 220th EIS, Zanesville, ANGS, was initiated by ANGRC and Op Tech personnel in November 1993. Information obtained through interviews, review of station records, and field obervations resulted in the identification of two potentially contaminated disposal and/or spill areas. These areas are designated as the Motor Pool Washdown Area of Concern, and the Battery Neutralization AOC. The SI was conducted as outlined in the PA/SI Work Plan submitted in January 1994 and approved in April 1994. The field work commenced at the 220th EIS on 1 June 1994 and was completed on 3 June 1994. AN.
