Book excerpt: This paper explores these issues for Ethiopia utilizing an economy-wide computable general equilibrium (CGE) model based on a detailed social accounting matrix (SAM). We present the results of four alternative investment scenarios -- faster investment in i) cities; ii) crop agriculture; iii) the rural non-farm sector and agro-industry; and iv) livestock. The simulations suggest that investments in cities generate faster economic growth and structural transformation. However, given the large share of the population with incomes linked to agriculture and the rural economy, investments in the rural economy are likely to continue to be more pro-poor than urban public investments through the mid-2020s. After the mid-2020s, investments in cities become more pro-poor. In short, though rapid economic growth and structural transformation have diminished the relative importance of the agricultural sector in Ethiopia’s economy, continued public investments in agriculture and the broader agri-food system remain crucial for equity and poverty alleviation in Ethiopia, as well as for reducing food import dependency.

Book excerpt: The international development policy agenda is currently dominated by the theme of poverty reduction. The theme has been vigorously pursued by multilateral donors, such as The United Nations Development Programme (UNDP), World Bank, and others. Their assistance has also been tuned to pro-poor policy frameworks. Poverty, however, is understood mainly to be a rural phenomenon. This is based on the fact that rural poverty is widespread and pervasive and affects a large segment of the population since the majority of people in less developed countries reside in rural areas. There is, however, an increasing trend of urban growth and with it urban poverty all over the world. In Ethiopia urban poverty, in comparison to rural poverty and national level poverty, has increased over time. This has necessitated urban poverty reduction as an important area of intervention in urban development and planning. The objective of this study is to understand the livelihood situations of the poor in big and small towns, and identify the gaps and linkages between the livelihood requirements of the poor and policies at municipal level. The study was conducted in nine cities and towns of the country, including the capital city.

Book excerpt: In Assault on Rural Poverty, Haileleul Getahun analyzes the various causes of rural poverty and constraints impeding increased agricultural productivity during the last four decades in Ethiopia, under three different regimes. Getahun examines the feudalistic system under Emperor Haile Selassie, the command economic system of the military junta led by Mengistu Haile Mariam, and the current capitalist system of the Federal Republic of Ethiopia led by Meles Zenawi. Getahun discusses the lessons drawn from Ethiopian experience during these three regimes, as well as from other African and Asian countries. These provide the basis for recommending a small farmer-led agricultural and rural development strategy that, if implemented, would alleviate rural poverty in Ethiopia. The author maintains that the keys for successful development are the provision of institutional savings and credit for small-scale farmers and small business owners; the deep involvement of the community in project planning, implementation, evaluation and sharing of the benefits; and the use of development support communication for motivation, information dissemination, and training. Getahun argues strongly that ethnic politics in Ethiopia are destructive to Ethiopian society and militates against sustainable development. Rather, the path to peace and sustainable development requires that ethnic politics be scrapped and replaced by a genuinely democratic and widely acceptable system of governance.

Book excerpt: Ethiopia in the decade up to 2005 has been characterized by robust growth rates of the urban economy, where a still limited share of the population lives. The urban economy has been estimated to contribute at least half of gross domestic product (GDP) (53 percent in 2002/03) and to explain a significant part of its growth. Only an estimated 12.6 percent of the poor live in urban areas and the overwhelming concentration of poverty in rural areas seem unlikely to be reversed in the medium term. Sustained growth, to be shared among a relatively small part of the population, could have been expected to reduce poverty significantly in urban areas, but this has not been the case. While poverty incidence remains lower in urban than in rural areas, rural areas have made significant progress and the rural-urban gap in poverty incidence is decreasing.

Though over the past decade Ethiopia has made significant strides in improving the living standards of its citizens, an increasingly large number of men and women are unable to move out of poverty because of a deteriorating asset base, inappropriate policies, institutions and processes. The vulnerability to poverty of households in the region is also found to be high as a substantial share of those currently above the poverty line are highly vulnerable to poverty in the future. Therefore ex ante measures to prevent households from becoming poor as well as ex post measures to alleviate those already in poverty should be combined in evaluating poverty reduction strategies.

A series of government-led structural reforms have contributed to sustained growth in the country over the last two decades as well as to considerable poverty reduction in rural areas. However, Ethiopia faces critical challenges it will need to overcome to meet the needs of a growing rural population. In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.

Book excerpt: In the face of high population growth and declining natural resource base, tackling rural poverty necessitates an increase in overall factor productivity or a rise in the market rate of return of assets possessed by the poor. Towards achieving these objectives, the role of spatial integration of markets and the efficiency with which these markets operate are considerably important, as these factors shape the structure of incentives and the level of opportunities open to the rural poor. As a result, factors that hinder the spatial integration of markets and their efficient operation will have significant impact on rural poverty. In Ethiopia markets are often segmented mainly due to high transport cost associated with poor road infrastructure. The existing poor quality and low road density are expected to contribute to rural poverty through limiting the size of the market, increasing market risk (price volatility), widening the spatial prices gaps, reducing the market return to land and labour, inflating the profitability of new technologies and reducing the incentive to produce for market. This research endeavours to empirically substantiate if there is a robust link between farm income and the quality of road infrastructure farm households have access to as well as the pathways through which the effects of road on rural income are felt. The empirical result consistently showed that improving rural road access will have significant impact on rural income in general and the income of the poor in particular. The mechanisms by which road boosts rural income and reduce poverty are also found to work through narrowing down spatial price gaps, promoting technology adoption, boosting resource allocation efficiency and raising the market return to land and labour. The result also showed that the rural poor benefits from road induced income growth.

Excessive domestic bank financing of the budget deficit could crowd out the private sector, increase pressure on reserve and inflation targets, and, given the already high levels of domestic debt, increase vulnerability to macroeconomic shocks. Public infrastructure investment recently increased substantially despite the lack of sound cost-benefit analysis. The strong pro-poor emphasis of government expenditure is paying off in terms of improvements in education and provision of health services.

Poverty and Shared Prosperity 2020: Reversals of Fortune presents new estimates of COVID-19's impacts on global poverty and shared prosperity. Harnessing fresh data from frontline surveys and economic simulations, it shows that pandemic-related job losses and deprivation worldwide are hitting already poor and vulnerable people hard, while also shifting the profile of global poverty to include millions of 'new poor.' Original analysis included in the report shows that the new poor are more urban, better educated, and less likely to work in agriculture than those living in extreme poverty before COVID-19. It also gives new estimates of the impact of conflict and climate change, and how they overlap. These results are important for targeting policies to safeguard lives and livelihoods. It shows how some countries are acting to reverse the crisis, protect those most vulnerable, and promote a resilient recovery. These findings call for urgent action. If the global response fails the world's poorest and most vulnerable people now, the losses they have experienced to date will be minimal compared with what lies ahead. Success over the long term will require much more than stopping COVID-19. As efforts to curb the disease and its economic fallout intensify, the interrupted development agenda in low- and middle-income countries must be put back on track. Recovering from today's reversals of fortune requires tackling the economic crisis unleashed by COVID-19 with a commitment proportional to the crisis itself. In doing so, countries can also plant the seeds for dealing with the long-term development challenges of promoting inclusive growth, capital accumulation, and risk prevention—particularly the risks of conflict and climate change.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
