Book excerpt: The Pakatan Harapan (PH) government promised education reforms before getting elected in 2018, and presently grapples with the complexities of making good on those pledges while seeking to negotiate continuity and change with regard to the previous administration’s Malaysian Education Blueprint launched in 2013. This article situates the education reforms in the context of Malaysia’s highly centralized administration, embedded practices and policy initiatives of recent years. Discussion focuses on three areas—quality, equity, autonomy—where PH has more distinctly differentiated itself from its predecessor. On the quality of national schools, efforts to alleviate teachers’ bureaucratic workload and enhance the schooling experience mark a positive start. However, transforming mindsets and practices will require more systemic changes, critical self-reflection, and sustained efforts on difficult matters, particularly in basic schooling and technical and vocational programmes. On equity, the government’s consistent attention to Bottom 40 (B40) households progressively allocates opportunity, and continual need to address ethnic concerns poses steep challenges. However, policy responses tend to unfold in an ad hoc manner, and the balancing of ethnic interests lacks clarity and coherence. On autonomy, at the institutional level, legislative overhaul in higher education is in the works, while at the personal level, academic freedom clearly thrives more under PH administration. Meaningful and effective reform will hinge on devolution of power away from central government, institutionalization of autonomy, and depoliticization of the system.

Book excerpt: The Smart School Policy initiative in 1999 was in line with the Malaysian Government's goals for technology utilization in the teaching-learning processes. The Malaysian policy was designed to ensure that the education system is set up for the citizens in the future as knowledge workers for the Information Age. It was also aimed at preparing Malaysians to be able to attain the country's vision of becoming an entirely developed nation by 2020. Establishment of the Smart School Policy can be considered as an effective policy for implementing change in the Malaysian Education System. The purpose of this paper is to analyze the four phases of the “policy cycle” including formulation, implementation, monitoring and evaluation in terms of the Malaysian Smart School Policy. Through analyzing the policy cycle, this paper also aims to evaluate the achievement status of the smart school policy in the Malaysian education system. The findings of this study showed that the major changes from formulating smart school policy was for the teachers and students in terms of ICT awareness and technology literacy. It also revealed that formulation of smart school policy in Malaysia is able to help the country not only to achieve its goals in producing human capital with ICT skills but also to prepare for the skilled knowledge-based society in the near future.

Book excerpt: Summative assessment has been a contentious issue in educational circles for several decades, particularly high-stakes assessment events which arise at various junctures of the school cycle, especially those at the end of it. The French Baccalaureat and English A-Levels and their numerous clones throughout the francophone and anglophone worlds are household names and represent milestone events in people's lives, as their outcomes are principal determinants of young people's future prospects. These examinations are external--they are devised, conducted and processed by agencies outside the schools, usually ministerial examination units. As such, they act as 'blind' arbiters of student achievement, providing the proverbial 'level playing field' which ensures the comparability of outcomes. In the pyramidal school structures of yesteryear, examinations acted as filters, regulating the progression of pupils to subsequent tiers of formal education. Exit points occurred from primary school level up, from where unsuccessful candidates could enter the labour force and/or embark on occupationally specific further education and training. With the modernisation of the labour market and an ever-higher social demand for access to higher levels of formal education, the filtering function of examinations at lower levels of schooling has been gradually eroded, while burgeoning numbers of students at the upper secondary level have brought about reforms that include curricular diversification and sometimes radical overhauls of terminating assessment systems (including the modification and, in some instances, abandonment of external examinations). This edited volume brings together the experiences of twenty examination systems from around the world to show how these dynamic entities have adapted over time to the changing context of schooling. Following an introduction by Stephen P. Heyneman of World Bank repute, there are sixteen chapters presenting Country Case Studies, which have been written up under common subheadings, thereby highlighting the comparative nature of the work and facilitating cross-referencing. The subsequent four chapters elaborate on the theme of 'external examinations beyond national borders', including a contribution by the International Baccalaureate Organisation. A defining feature of the work is the attention it pays to what it calls the 'nuts and bolts' of external examinations, from question-setting to grading procedures. These are, it is argued, instrumental in nurturing and maintaining public confidence in external examinations. The book will be of immense value to people involved in educational policy studies, especially strategic educational planning, as well as those directly concerned with formal assessment. ASEAN countries are diverse, with GDP per capita ranging from about USD1,297 in Myanmar, a lower-middle income country, to USD64,041 in Singapore, a high-income advanced economy (World Economic Outlook Database, IMF, April 2019). ASEAN marked its 50th anniversary in 2017 with relatively successful and prosperous development in five decades, with establishment of the ASEAN Economic Community in 2015 as one the key milestones as well as the achievements of Millennium Development Goals 2015. Building on the past successes via Millennium Development Goals 2015, especially in areas such as poverty eradication, better health outcomes and quality education, ASEAN countries are poised to make a more inclusive progress towards the newly adopted development agenda of Sustainable Development Goals 2030 (SDG 2030), which cover a wider set of interlinked development objectives under its 17 goals. The economic dynamism of the ASEAN region on the back of its strong income growth, continuous structural transformation and infrastructure improvements is expected to support sustainable development in the region. From the IMF Report (September 2018), most ASEAN countries, with their continued income growth and strong policy efforts, are on track to eradicate absolute poverty by 2030, while some of these countries are already doing well in terms of gender equality. Similarly, improvement in universal primary education completion is one of the key progress areas made by the majority of ASEAN countries. Despite these achievements, challenges persist, hence, we need to ensure a more inclusive and environmentally sustainable development in the region. Income inequality remains relatively high in several countries, and the shift towards manufacturing has strained environmental sustainability in the region. Furthermore, the other remaining development challenges call for a more comprehensive and integrated approach via the intra-ASEAN initiatives.

Book excerpt: These essays document the continued decline of Malaysian education at all levels. This has been going on for decades. This collection updates the author's earlier book, An Education System Worthy Of Malaysia (2003). Despite successive Administrations professing to transform the system, the rot continues. The challenges today are as monumental as they are obvious. The remedies offered by the Government are nothing but repeated assurances and earnest statements, coupled with endless expensive Blueprints and White Papers. The greatest indictment of the system is that Malays are abandoning the national stream. The rich opt for international schools; the poor, Chinese schools, much to the embarrassment of Malay nationalists. The former, which offers other than the Malaysian curriculum and pedagogy, are mushrooming. Malaysian high school students perform poorly in comparative international assessments like TIMMS and PISA. No surprise that Malaysians are now a rare species on elite campuses. Employers shun local graduates, and the teaching profession no longer attracts the best. The Ministry of Education, the largest in terms of budget and personnel, is blighted by inept management and bloated bureaucracy intent on pursuing narrow nationalistic and Islamist agendas. Each successive Minister is consumed with exploiting the prestige of the office to further his political agenda. Even when the rare, enlightened policies were instituted, as with opening up higher education to the private sector in the mid 1990s by then Education Minister Najib Razak, the process was exploited to become lucrative conduits for corruption. Najib granted nearly 600 permits in a space of about two years! More than half of those new institutions went out of business within a few years, stranding their students and crushing their dreams, quite apart from literally robbing them and their parents. The 2018 elections saw a new government with a Minster of Education who for the first time was not from the dominant United Malay National Organization (UMNO) party. An Islamic Studies graduate, his first order of business was to change the color of school children's shoes from white to black! The only saving grace was that he was canned just over a year later. In January 2020, the Ministry was back under Prime Minister Mahathir. By February 2020, his government too was out, and with that, the Ministry was split into two, one for K-11 and another for Higher Education. As an unnecessary reminder, it was Mahathir, as Minister of Education back in the 1970s, who started the decline. Today Malaysian education has been taken over by the language nationalists and jihadist Islamists with their sole agenda of making not only education but the whole of Malaysia "Malay" and "Islamic." The nationalists add their chauvinistic and very "un-Islamic" Ketuanan Melayu (Malay hegemony) aspirations to the mix. As a result, the school curriculum is heavy on ritualistic religion and strident nationalism, with indoctrination masquerading as education. This glaring disconnect between the Ministry's agenda and reality is obvious to all but those bureaucrats and policymakers. While Malaysia is in desperate need of teachers of English, not one of her public universities have a Department of English. Meanwhile four core subjects of Malay, English, science, and mathematics are neglected. Recognizing the establishment's inertia as well as incompetence, the writer advocates liberalizing the system at all levels by opening it up to the private sector via the voucher system a la Chile, and encouraging charter schools as per America. Provide parents and students with choice, and reward those schools that succeed in preparing their students for the modern interconnected world, as well as being the pivotal instrument for integrating young Malaysians.
