Book excerpt: A diverse array of factors may influence both earnings and consumption; however, this work primarily focuses on the impact of investments in human capital upon an individual's potential earnings and psychic income. For this study, investments in human capital include such factors as educational level, on-the-job skills training, health care, migration, and consideration of issues regarding regional prices and income. Taking into account varying cultures and political regimes, the research indicates that economic earnings tend to be positively correlated to education and skill level. Additionally, studies indicate an inverse correlation between education and unemployment. Presents a theoretical overview of the types of human capital and the impact of investment in human capital on earnings and rates of return. Then utilizes empirical data and research to analyze the theoretical issues related to investment in human capital, specifically formal education. Considered are such issues as costs and returns of investments, and social and private gains of individuals. The research compares and contrasts these factors based upon both education and skill level. Areas of future research are identified, including further analysis of issues regarding social gains and differing levels of success across different regions and countries. (AKP).

Alternative measures are explored in this study that under certain circumstances are conceptually superior to the traditional method. The private rate of return to various levels of education in Colombia are estimated using both measures of the benefit for men and women in the Bogota labor force in 1965. The average public costs of schooling per student-year are estimated and are added to the private costs to estimate a 'partial' social rate of return to schooling in Colombia. (Author).

The author presents new analysis of more recent cross nation data on education and income distribution. The analysis uses lagged variables on education which reconfirms some of the well established theses on the role of education in improving income distribution. It also indicates that with significant improvements in educational levels, the threshold level of education to significantly contribute to income distribution could change from primary to secondary education. The author also questions some of the doubts expressed by critics in this context and reasserts that, on the whole, education is an important policy instrument that can be looked upon with hope towards improving inequities.

However, little economic evidence exists on the economic value of lifelong learning for the individual, especially in developing countries. This paper contributes to remedy this shortfall. It investigates one aspect of lifelong learning: returns to formal education across ages. In the absence of long-term longitudinal data, the paper estimates rates of return for simulated re-entry into the education system. The estimations use the method of internal rate of return and are based on observed education-age-earnings profiles from the Colombian national household survey. It finds that rates of return to all levels of education are only slightly smaller for 35 year olds than for young people, thus confirming the profitability of investment in adult education. Tertiary education continues to attract a positive return until late in life, 45-50 years, whereas the economic value of re-entering primary and secondary education is positive up till the age of 40-45. So, formal lifelong learning seems to remain a profitable investment for at least half of life. But lack of part-time work, high tuition fees, and prolonged study time reduce the return. The findings suggest that adult formal education initiatives should focus on the 20 to 40 year olds and be designed flexibly to allow learners to work part time. "--World Bank web site.

Book excerpt: 1) Informality and Overeducation in the Labor Market of a Developing Country This chapter explores the connection between labor market segmentation in two sectors, a modern protected formal sector and a traditional- unprotected-informal sector, and overeducation in a developing country. Informality is thought to have negative consequences, primarily through poorer working conditions, lack of social security, as well as low levels of productivity throughout the economy. This chapter considers an aspect that has not been previously addressed, namely the fact that informality might also affect the way workers match their actual education with that required performing their job. Using micro-data from Colombia the relationship between overeducation and informality is tested. Empirical results suggest that, once the endogeneity of employment choice has been accounted for, formal male workers are less likely to be overeducated. Interestingly, the propensity of being overeducated among women does not seem to be closely related to the sector choice. 2) Double Penalty in Returns to Education: Informality and Educational Mismatch in the Colombian Labor Market This chapter examines the returns to education taking into consideration the existence of educational mismatches in the formal and informal employment of a developing country. Results show that the returns of surplus, required and deficit years of schooling are different in the two sectors. Moreover, they suggest that these returns vary along the wage distribution, and that the pattern of variation differs for formal and informal workers. In particular, informal workers face not only lower returns to their education, but suffer a second penalty associated with educational mismatches that puts them at a greater disadvantage compare to their formal counterparts. 3) Wage Gaps Across Colombian Regions: The Role of Education and Informality This chapter analyzes the role of education and informality on regional wage differentials. The hypothesis that is put under examination is that apart from the difference in the endowments of human capital across regions, regional heterogeneity in the incidence of informality may be another important source of regional wage inequality. The results for Colombian regions confirm marked differences in wage distributions between regions and that they differ in the endowment of human capital and more importantly in the incidence of informality. Regional heterogeneity in returns to education is especially intense in the upper part of the wage distribution. While heterogeneity in the informal pay penalty throughout the territory is more relevant in the lower part of the wage distribution.

While human capital theory suggests that income inequality increases with inequality of education outcomes, the expected relationship between income inequality and the level of education is ambiguous. Consistent with these theoretical priors, when dynamic panel estimation techniques are used to address issues of persistence and endogeneity we find a large, positive, statistically significant and stable relationship between education inequality and income inequality, especially in emerging and developing economies and among older age cohorts. The relationship between income inequality and education levels is positive but small and not always statistically significant, but we find a statistically significant negative relationship with schooling levels of younger cohorts. Statistical tests indicate that our dynamic estimators are consistent and that our identifying instruments are valid. Policy simulations suggest that education expansion will continue to be inequality reducing but that this role will diminish as countries develop.
