It would at least put an end to the impatience and apathy with which Indian affairs are now usually treated, and would make them a subject of universal attention and discussion. This volume is not written to atter the pride or pro mote the personal objects of any individual or set of men, in place, or in opposition, at home or in India. I address myself to the people of Great Britain, by whose awakened convictions, and not by such concessions as can be expected from official sources, harmonious relations can be esta blished between the Imperial Power and the people of India, and the progress of civilisation be made compatible with the equality of races before the Law and in the Government, and with the corporate rights of the allied and protected States. The Duke of Argyll says of the annexation of the Punjaub that "there is no need to defend it in point of right, and as little need now to support it in respect to policy." Sir Charles Jackson considers that acquisition to be so completely removed from the sphere of controversy, that at the outset of the Vindication he declares his intention of "passing it over in silence. "f Mr. J. C. Marshman, formerly Editor of the Friend of India, % in his recently published History, declares, that "to offer any vindication of a measure which even the most prejudiced of Lord Dalhousie's opponents have not ventured to impugn, would be altogether redundant," Those " fifth-rate writers" are more " prejudiced "than Mr. Marshman supposes; and he is not so well acquainted with them as the Duke of Argyll. The annexation of the Punjaub was promptly impugned by Mr. John Sullivan, who had been a Member of Council at Madras, in a pamphlet, entitled " Tlie Koh-i-Noor, to whom does it belong?" to which I am indebted for several suggestions; and by Mr. J. M. Ludlow, in his "British India, its Races and its History." But, while I, also, must dispute both th right and the policy of that so-called conquest, I freely admit that, --mainly because it looked like a conquest, --it has never excited the same disgust as the annexations of Nagpore, Jhansi, and Oude. A blend of crop and animal husbandries, conservative land use practices, coping mechanisms to minimize adverse effect of drought and a frugal lifestyle have been the characteristic features of its dwellers. Recent increase in biotic pressure has interacted with the fragile environment to create fearsome environmental problems. Governmental responses were prompt in form creating a strong research infrastructure for multi-disciplinary and multi-location research and demonstration on the one hand and in huge investment in irrigation from internally and externally sourced water, desertification control program and an accelerated socio-economic and infrastructure development, softening content of drought and strengthening of livelihoods on the other. Unlike several publications on the Thar, the current effort attempts a comprehensive, pragmatic and off-beat analysis of various developments and goes further to show how the situation today is a blend of both resource degradation and economic development. Recent studies have helped rebuild the past climate history that shows that the climate has been fluctuating during the geological history but reports suggest also that current anthropogenic global warming makes the desert more vulnerable in near future. An attempt has been made also to peep into the future of the Thar.

Social theory increasingly acknowledged education as a global phenomenon. Theories have been developed to describe a global society evolving across borders. Part I of this Handbook is dedicated to presenting, discussing, and comparing three such theories of globalization and their implications for our understanding of education and education policy.
