Book State and Local Retirement Plans in the United States

Download or read book State and Local Retirement Plans in the United States written by Robert L. Clark and published by Edward Elgar Publishing. This book was released on 2011-01-01 with total page 241 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and Local Retirement Plans in the United States explains how economic and political events have shaped the development of pension plans in the last century, and it argues that changes in the structure and generosity of these plans will continue to shape policy and funding in the future. It also brings to bear a new rationale to the policies behind public sector pension plans. The authors use the history of how early public pension plans were established, how they matured and how they have grown in generosity to analyze what changes may be expected in years to come. Unique in its scope, this comprehensive history of the development of public sector pension plans in the United States during the twentieth century expands upon current ideas relating to the changing economic environment, the passage and evolution of social security, and the expansion of the public sector. With the exception of military pension plans, which date from the eighteenth century, the first public sector plans, dating from the late nineteenth century, were established to cover teachers, police officers and fire fighters in large cities. Over time, these retirement plans were extended to other public sector workers and the local plans were often merged with plans for state workers; all of these date from the twentieth century. Here, the authors show just how pension coverage for public sector workers expanded steadily, through the first half of the twentieth century, so that by the 1960s the vast majority of public sector workers were covered by a plan. This analysis demonstrates how economic events and shifts in public policy at the federal, state, and local levels helped to shape public sector retirement plans. The authors also compare public plans with private sector plans, and the final chapter focuses on recent changes in public pensions in response to the 'Great Recession', concurrent sharp declines in equity markets and the aging of the public workforce.

But as Ros learns Anna's truths, she finds solace from her past losses in their developing intimacy. Book excerpt: You can retire when you want to and at the income level you desire. I did exactly that at age 47. I did not be a financial guru to do that. I followed simple personal financial guidelines by taking control of my finances.Leaving your pension in the hands of others is an industrial age plan. While it is still useful, forces outside your control can leave you stranded in old age. Market conditions can negatively impact your retirement fund and deliver less than promised in the brochures. Defined benefit pension plans are no longer sustainable and are easily negatively impacted by the employer's continued ability to fund it. An employer in financial difficulties can change the rules in the middle of the game, leaving you exposed when you least expected it.If you want to retire on your own terms, you need to first of all take charge of your finances. Rather than depending on the actions of others to secure your financial future, you need to achieve financial independence and determine how much you want to be earning when you retire. This does not mean you should abandon your pension funds. It simply means you plan your future based on a plan you have control over, while your pension becomes a second layer of protection. The best way to make it happen is to take action immediately, as in yesterday.

Available in PDF, EPUB and Kindle. Book excerpt: Co-published with ACE.This book addresses the critical and looming issue of retirement in higher education as the cohort of boomer generation faculty come to the close of their careers. On the one hand institutions need to replenish themselves, and so need older employees to retire. On the other, mass retirements can decimate departments, creating the need for mass hirings that will create another crisis in the future. At the same time, with the elimination of mandatory retirement, many faculty are working on into and beyond their seventies because they feel they still have much to contribute, because their identities are closely tied to their work, because they wish to remain connected to their institutions, or for financial reasons. Given institutions’ legal constraints and planning exigencies, and faculties’ varied motivations, what are the options that can satisfy the needs of both parties? This book presents a range of examples of how institutions of all types and sizes are addressing these dilemmas, and how faculty members have helped create or shape policies that address their needs and allow them to continue to play meaningful roles at their institutions. The contributors describe practices that address the concerns of those already nearing or in retirement, propose approaches to creating opportunities to start these sensitive discussions and address financial planning at early career stages, and outline strategies for developing clear structures and policies and communication so that individuals have a full understanding of their options as they make life-changing decisions. This book presents models from fifteen colleges and universities identified by the American Council on Education through a competition for having developed innovative and effective ways to help faculty transition into retirement. It offers clear messages about the need for greater transparency in addressing retirement and transitions, for better communication, and for close coordination between human resources and academic administrators. It offers a roadmap for HR personnel, senior administrators, department chairs, and faculty themselves.
