A World Bank-initiated project, called the Agricultural Reform Implementation Project (ARIP), has been at the forefront of policy change. It was initially promoted by the Bank as an exemplary reform package which could also be adopted by other developing countries. It was introduced in 2001 as part of a major International Monetary Fund (IMF)/World Bank-imposed program of "structural adjustment" after the country had been hit by a major financial crisis. The project has finally come to an end in 2009, and there is now an urgent need for a retrospective assessment of its overall impact on the agricultural sector. Has it fulfilled its ambitious objective of reforming and restructuring Turkish agriculture? Or should it be recorded as a failure of the neo-liberal doctrine? This book aims at finding answers to these questions by investigating the legacy of ARIP from a multi-disciplinary perspective.

Turkish agriculture is undergoing its most profound transformation since the establishment of the Republic in the 1920s. Seemingly minor technical adjustments in farmers’ reporting requirements and practices to collect better data on agriculture for statistics are also having a rapid and massive effect on farmers’ practices and livelihoods. The attempt to understand agriculture in Turkey in new ways is changing agriculture itself. The relationship between statistics and social and natural phenomena is thus performative, and such performativity undergirds a great deal of socio-technical change in the world. Drawing on fieldwork in Turkey with statisticians, farmers and agricultural extension technicians, the book shows how alongside deliberation about reforms, it is in and through this performativity that much of the work of institutional commensuration actually happens.

Debates about ‘populism’, ‘nationalism’, ‘authoritarianism’ and more have exploded recently, but relatively little of this has focused on the rural dimensions. Yet, wherever one looks, the rural aspects are key – not just in electoral calculus, but in understanding underlying drivers of authoritarianism and populism, and potential counter-movements to these. Whether because of land grabs, voracious extractivism, infrastructural neglect or lack of services, rural peoples’ disillusionment with the status quo has had deeply troubling consequences and occasionally hopeful ones, as the chapters in this book show. Turkey–EU relations are sometimes easy to observe, but at the same time very complicated and difficult to understand. On the one hand, the EU does not want to lose its long term ally’s interest in joining the Union, but on the other hand it does not want a vast Muslim country with its huge young population to change the EU’s already struggling dynamics. The New Turkey, on the other side, does not want to let itself down by trying to join the Union at any cost. It wants to join the Union but stay as a Democratic Muslim Turkey rather than a Democratic European Turkey. Both in Turkey and in the EU though, members of the public have very mixed feelings towards this relationship, as their perceptions are shaped by the ideological interpretations of their leaders. For example, people who travel to Turkey or Europe have a completely different understanding of the relations than the ones who only hear it from politicians. Therefore mutual positive aspects are either underestimated or completely missed. This book aims to fill some of those missed gaps.

Specific issues examined include the commodification of land, food and labour; the expansion and deepening of industrial standardization; the expansion of a supermarket model; and concomitant changes in, as well as the simultaneous co-existence of, traditional methods of production and marketing. Contrasting observations are drawn from diverse locales to provide examples of convergence, divergence and cohabitation in relation to transnationally advocated industrial models. Commodification of Global Agrifood Systems and Agro-Ecology employs a form of comparative perspective that allows the particular processes of restructuring of agrifood relations in Turkey to be simultaneously distinguished from, yet related to, changes taking place in global power dynamics. Yıldız Atasoy explores agrifood transformation in Turkey with a unique approach that considers a plurality of intertwined normative influences, ontological beliefs, cultural–religious narratives, political struggles and critical–interpretive positions. Based on original research, the book treats changes in food provisioning as an analytical thread capable of uncovering how the normative acceptability of capitalized agriculture and techno-scientific innovation is entangled with processes of class formation, growing inter-capitalist competition and Islamic politics. Such processes, in turn, frame income/wealth generation, landscape management, agro-ecological dynamics and labour practices, as well as the taste and smell of place.
