This volume offers a fresh contribution to the ethics of drone warfare by providing, for the first time, a systematic interdisciplinary discussion of different responsibility issues raised by military drones. The book discusses four main sets of questions: First, from a legal point of view, we analyse the ways in which the use of drones makes the attribution of criminal responsibility to individuals for war crimes more complicated and what adjustments may be required in international criminal law and in military practices to avoid ’responsibility gaps’ in warfare. From a moral and political perspective, the volume looks at the conditions under which the use of military drones by states is impermissible, permissible, or even obligatory and what the responsibilities of a state in the use of drones towards both its citizens and potential targets are. From a socio-technical perspective, what kind of new human machine interaction might (and should) drones bring and which new kinds of shared agency and responsibility? Finally, we ask how the use of drones changes our conception of agency and responsibility. Many researchers and advocates have maintained skepticism towards technology out of the fear that technology becomes another way to ‘fix’ impairments. These skeptical views, however, contrast with a more positive approach towards the role that technology can play in eliminating barriers to social participation. Legal scholarship has started to focus on accessibility and accessible technology and in conjunction with the recently adopted United Nations Convention on the Rights of Persons with Disabilities has put a great emphasis on accessibility, highlighting the role that accessible technology plays in the promotion and protection of the rights of people with disabilities. Against this background, this book gathers together different contributions that focus on enhancing the production, marketing and use of accessible technology. Building upon previous academic studies and in light of the UNCRPD, accessible technology is considered a tool to increase autonomy and participation. Overall, this book attempts to show, through a multifaceted and inter-disciplinary analysis, that different regulatory approaches might enhance accessible technology and its availability. Book excerpt: This book proposes three liability regimes to combat the wide responsibility gaps caused by AI systems – vicarious liability for autonomous software agents (actants); enterprise liability for inseparable human-AI interactions (hybrids); and collective fund liability for interconnected AI systems (crowds). Based on information technology studies, the book first develops a threefold typology that distinguishes individual, hybrid and collective machine behaviour. A subsequent social science analysis specifies the socio-digital institutions related to this threefold typology. Then it determines the social risks that emerge when algorithms operate within these institutions. Actants raise the risk of digital autonomy, hybrids the risk of double contingency in human-algorithm encounters, crowds the risk of opaque interconnections. The book demonstrates that the law needs to respond to these specific risks, by recognising personified algorithms as vicarious agents, human-machine associations as collective enterprises, and interconnected systems as risk pools – and by developing corresponding liability rules. The book relies on a unique combination of information technology studies, sociological institution and risk analysis, and comparative law. This approach uncovers recursive relations between types of machine behaviour, emergent socio-digital institutions, their concomitant risks, legal conditions of liability rules, and ascription of legal status to the algorithms involved.
