The political transition in May 1998 set the stage for the passing of Indonesia’s framework decentralization laws. These laws include both political and technocratic efforts to devolve authority from the centre (Jakarta) to the peripheries. Contrary to expectations, enhanced public participation often takes the form of adat revivalism - a deliberate, highly contested and contingent process linked to intensified political struggles throughout the Indonesian archipelago. The author argues adat is aligned with struggles for recognition and remedial rights, including the right to autonomous governance and land. It cannot be understood in isolation, nor can it be separated from the wider world. Based on original fieldwork and using case studies from Sulawesi to illustrate the key arguments, this book provides an overview of the key analytical concepts and a concise review of relevant stages in Indonesian history. It considers struggles for rights and recognition, focusing on regulatory processes and institutional control. Finally, Tyson examines land disputes and resource conflicts. Regional and local conflicts often coalesce around forms of ethnic representation, which are constantly being renegotiated, along with resource allocations and entitlements, and efforts to preserve or reinvent cultural identities. Book excerpt: For the past half century, the Indonesian military has depicted the 1965-66 killings, which resulted in the murder of approximately one million unarmed civilians, as the outcome of a spontaneous uprising. This formulation not only denied military agency behind the killings, it also denied that the killings could ever be understood as a centralised, nation-wide campaign. Using documents from the former Indonesian Intelligence Agency’s archives in Banda Aceh this book shatters the Indonesian government’s official propaganda account of the mass killings and proves the military’s agency behind those events. This book tells the story of the 3,000 pages of top-secret documents that comprise the Indonesian genocide files. Drawing upon these orders and records, along with the previously unheard stories of 70 survivors, perpetrators, and other eyewitness of the genocide in Aceh province it reconstructs, for the first time, a detailed narrative of the killings using the military’s own accounts of these events. This book makes the case that the 1965-66 killings can be understood as a case of genocide, as defined by the 1948 Genocide Convention. The first book to reconstruct a detailed narrative of the genocide using the army’s own records of these events, it will be of interest to students and academics in the field of Southeast Asian Studies, History, Politics, the Cold War, Political Violence and Comparative Genocide.

Book excerpt: Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

Valorizing that contribution challenges essentialist readings of ethnicity or minority, complicates the profile of a group that is often considered solely in socioeconomic terms, and enriches the understanding of Indonesian culture, Southeast Asian Chinese identities, and transnational cultural exchanges. Minority Stages helps counter the dangerous either/or thinking that is a mainstay of ethnic essentialism in general and of Chinese and Indonesian nationalisms in particular, by showing the fluidity and adaptability of Sino-Indonesian identity as expressed in performance and public display.
