Book excerpt: The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”

Book excerpt: In both politics and art in recent decades, there has been a dramatic shift in emphasis on representation of identity. Liberal ideals of universality and individuality have given way to a concern with the visibility and recognition of underrepresented groups. Modernist and postmodernist celebrations of disruption and subversion have been challenged by the view that representation is integral to social change. Despite this convergence, neither political nor aesthetic theory has given much attention to the increasingly central role of art in debates and struggles over cultural identity in the public sphere. Connecting Hegelian aesthetics with contemporary cultural politics, Jason Miller argues that both the aesthetic and political value of art are found in the reflexive self-awareness that artistic representation enables. The significance of art in modern life is that it shows us both the particular element in humanity as well as the human element in particularity. Just as Hegel asks us to acknowledge how different historical and cultural contexts produce radically different experiences of art, identity-based art calls on its audiences to situate themselves in relation to perspectives and experiences potentially quite remote—or even inaccessible—from their own. Miller offers a timely response to questions such as: How does contemporary art’s politics of perception contest liberal notions of deliberative politics? How does the cultural identity of the artist relate to the representations of cultural identity in their work? How do we understand and evaluate identity-based art aesthetically? UKIP’s Brexit victory, Trump’s triumph, and the successive elections and referendums in Europe were united by a repudiation of the liberal international order. These new political forces envision the struggle to reproduce and advance Western civilisation to be fought along a patriotism–cosmopolitanism or nationalism–globalism battlefield, in which Russia becomes a partner rather than an adversary. Armed with neomodernism and geoeconomics, Russia has inadvertently taken on a central role in the decay of Western civilisation. This book explores the cooperation and competition between Western and Russian civilisation and the rise of anti-establishment political forces both contesting the international liberal order and expressing the desire for closer relations with Russia. Diesen proposes that Western civilisation has reached a critical juncture as modern society (gesellschaft) has overwhelmed and exhausted the traditional community (gemeinschaft) and shows the causes for the decay of Western civilisation and the subsequent impact on cooperation and conflict with Russia. The author also considers whether Russia’s international conservativism is authentic and can negate the West’s decadence, or if it is merely a shrewd strategy by a rival civilisation also in decay. Book excerpt: The many instances of regional insurgency and unrest that erupted on China’s borderlands at the turn of the nineteenth century are often regarded by scholars as evidence of government disability and the incipient decline of the imperial Qing dynasty. This book, based on extensive original research, argues that, on the contrary, the response of the imperial government went well beyond pacification and reconstruction, and demonstrates that the imperial political culture was dynamic, innovative and capable of confronting contemporary challenges. The author highlights in particular the Jiaqing Reforms of 1799, which enabled national reformist ideology, activist-oriented administrative education, the development of specialised frontier officials, comprehensive borderland rehabilitation, and the sharing of borderland administration best practice between different regions. Overall, the book shows that the Qing regime had sustained vigour, albeit in difficult and changing circumstances.
