The US-National Academy of Sciences has encouraged environmental protection agencies to foster citizen participation and public involvement for making environmental policy making and natural resource management more effective and democratic (Stern and Fineberg 1996). The report emphasizes the need for a combination of assessment and dialogue which the authors have framed the "analytic-deliberative" approach. Unfortunately, early public involvement of the public in deliberative processes may compromise, however, the objective of efficient and effective policy implementation or violate the principle of fairness (Cross 1998, Okrent 1998). Another problem is that the public consists of many groups with different value structures and preferences. Book excerpt: This work presents the author's research on legal issues concerning archaeological heritage and indigenous rights in Argentina. The country has overcome the political unrest of the early years of the new millennium and the previous heritage laws were finally modified in 2003, although the terms of the new legislation are still a matter of debate and have produced a great deal of criticism. In the course of this period, a new chapter in the story of the three case studies included in the book - the 'Pucará of Tilcara', the 'Quilmes' Ruins' and 'Menhires' Park' - has opened. The Humahuaca ravine, where the 'Pucará of Tilcara' is located, was included on the World Heritage List in 2003; the concession of the Quilmes' Ruins has expired and the members of the Indigenous Quilmes community are campaigning to be recognized as partners in the management of the site; and all the menhires were relocated to a plot of land in El Mollar. The Menhires' Park itself no longer exists, yet the monoliths remain unprotected. The Northwest region of Argentina - where the three sites are located - has become an important tourist destination for national and international visitors thanks to the devaluation of the national currency and the improvement of the economic conditions among the local population. Consequently, changing winds are bringing new challenges for each of these sites, although much of their fate remains in the same hands. Nevertheless, their future - as well as that of the entire archaeological heritage in Argentina - is heavily dependent on a deeper understanding of the past and present circumstances of such sites. Finally, the goal of this book is to analyze the state of archaeological heritage management in Argentina, although many of the conclusions reached also provide clues to understanding contested heritage issues in many other countries, particularly those relating to the Third World.

This need for "sustainable development" is and more by the responsible parties. Moreover, in the being recognised more search for solution strategies the realisation is gaining ground that tourism must be viewed as a worldwide phenomenon whose development must be co-ordinated in a co-operative effort spanning regions and continents. That the preservation of biological diversity also requires global co operation has been confirmed by over 170 countries which have already acceded to the "Convention on Biological Diversity". It is thus an important task to provide the foundations for joint action. Germany, one of the largest source countries of international tourism, must feel particularly obligated in this regard. The report published here is the result of a research project com missioned by the German Federal Agency for Nature Conservation. The study pursued and examined the thesis that the Convention on Biological Diversity be used as a central instrument for arriving at international principles and regulations for combining nature conservation and tourism which could lead to a sustainable development of tourism. To further the discussion, the authors brought the study to a logical conclusion by working out a proposal for a "tourism protocol" additional to the existing Convention on Biodiversity. Such a protocol additional to the Convention would entail the stipulation of internationally binding implementation and regulations for achieving sustainable tourism.
