This book brings together a knowledge of the city from multiple perspectives; knowledge that is, without any doubt, impressive for its extension and profoundity, as well as for its capacity to combine objective data with conceptual reflections about the scope and impact of the different perspectives concerning the theme of urban transformation and the different actors that have participated in such processes. The book weaves a broad net over the city, its history and development, adopting a multidisciplinary vision. I think that this will be the first step in creating a speech that might finally liberate itself from the strict disciplinary boundaries, building a trans-disciplinary perspective that can amplify the urban dimension of the city. This is the beginning of a profound and complex reflection that is, at the same time, a project of knowledge and an instrument of action and participation.

Ya en la reforma constitucional de 1968 aparece la posibilidad de constituir áreas metropolitanas, reglamentándose en 1979 (Decreto 3104), a partir de este se conformaron las cinco áreas metropolitanas existentes. Posteriormente la Constitución de 1991 (Artículo 319) reconoció la vigencia de la preocupación por la configuración metropolitana y la necesidad urgente por actualizar sus posibilidades de planificación y gestión, lo que impulsa a la aprobación de la Ley 128 de 1994 y recientemente la promulgación del nuevo régimen de áreas metropolitanas (Ley 1625 de 2013) que está vigente. Este libro es el resultado de la investigación que analizó el desarrollo de la planificación y la gestión en las Áreas Metropolitanas del Valle de Aburrá (AMVA) y Centro Occidente (AMCO) en relación con los municipios que están circunscritos a las mismas, reconociendo las ventajas, las posibilidades y/o las dificultades que han significado para los municipios involucrados el hacer parte de un Área Metropolitana. Se recoge la experiencia de planificación y gestión supramunicipal relacionando los planes de escala metropolitana de cada caso de estudio cono los planes de desarrollo y de ordenamiento territorial de los municipios involucrados. Este texto analiza y caracteriza la gestión de áreas metropolitanas en Colombia, lo que ha implicado hasta el momento y sus circunstancias políticas, sociales y económicas con el fin de servir para que futuros territorios, opten por escenarios de integración o conformación de sus áreas metropolitanas.

Book excerpt: The 2010 U.S. Census data showed that over the last decade the Latino population grew from 35.3 million to 50.5 million, accounting for more than half of the nation’s population growth. The editors of The Roots of Latino Urban Agency, Sharon Navarro and Rodolfo Rosales, have collected essays that examine this phenomenal growth. The greatest demographic expansion of communities of Mexican Americans, Puerto Ricans, and Cuban Americans seeking political inclusion and access has been observed in Los Angeles, Miami, Chicago, and San Antonio. Three premises guide this study. The first premise holds that in order to understand the Latino community in all its diversity, the analysis has to begin at the grassroots level. The second premise maintains that the political future of the Latino community in the United States in the twenty-first century will be largely determined by the various roles they have played in the major urban centers across the nation. The third premise argues that across the urban political landscape the Latino community has experienced different political formations, strategies and ultimately political outcomes in their various urban settings. These essays collectively suggest that political agency can encompass everything from voting, lobbying, networking, grassroots organizing, and mobilization, to dramatic protest. Latinos are in fact gaining access to the same political institutions that worked so hard to marginalize them.
