In the quarter century since economic reforms were introduced, the Indian economy has experienced strong growth accompanied by extensive sectoral and spatial restructuring. This book argues that in this reformed institutional context, where both state spaces and economic geographies are being rescaled, subnational states play an increasingly critical role in coordinating socioeconomic activities. The core thesis that the book defends is that the reform process has profoundly reconfigured the Indian state’s rapport with its territory at all spatial scales, and these processes of state spatial rescaling are crucial for comprehending emerging patterns of economic governance and growth. It demonstrates that the outcomes of India’s new policy regime are not only the product of impersonal market forces, but that they are also the result of endogenous political strategies, acting in conjunction with the territorial reorganisation of economic activities at various scales, ranging from local to global. Extensive empirical case material, primarily from field-based research, is used to support these theoretical assertions. Scholars of political economy, political and economic geography, industrial development, development studies and Asian Studies will find this a stimulating and innovative contribution to the study of the political economy in the developing countries.

The development dynamics of these new sectors are volatile in comparison with those of the classic ‘Industrial City’. But these new industries highlight the unique role of the inner city in facilitating creative processes, innovation and social change. This book addresses the critical intersections between process and place which underpin the formation of creative enterprises in the emergent industrial districts of the ‘new inner city’. We find that there are bad and good (or not so bad) debt restructurings for growth. While growth generally declines in the aftermath of a sovereign debt restructuring, agreements that allow countries to exit a default spell (final restructurings) are associated with improving growth. The impact can be significant. In general, three years after restructuring, growth is about 5 percent lower compared to countries that did not face restructuring over the same period. The exception is for final restructurings, which result in positive growth in the years immediately after the restructuring. Final restructurings tend to be better for growth because they reduce countries’ debt, with the strongest effect for countries that exit restructurings with relatively low debt levels.

New policy ideas, especially “ideas that work,” are now able to find not only a worldwide audience but also transnational salience in remarkably short order. Fast Policy is the first systematic treatment of this phenomenon, one that compares processes of policy development across two rapidly moving fields that emerged in the Global South and have quickly been adopted worldwide⎯conditional cash transfers (a social policy program that conditions payments on behavioral compliance) and participatory budgeting (a form of citizen-centric urban governance). Jamie Peck and Nik Theodore critically analyze the growing transnational connectivity between policymaking arenas and modes of policy development, assessing the implications of these developments for contemporary policymaking. Emphasizing that policy models do not simply travel intact from sites of invention to sites of emulation, they problematize fast policy as a phenomenon that is real and consequential yet prone to misrepresentation. Based on fieldwork conducted across six continents and in fifteen countries, Fast Policy is an essential resource in providing an extended theoretical discussion of policy mobility and in presenting a methodology for ethnographic research on global social policy.
