The document is motivated in part by the Department of Defense's Quadrennial Defense Review, which is examining ways to modernize and improve all DoD programs in light of the sweeping changes that have occurred in the past several years. The report summarizes results and insights from a number of RAND studies that assessed alternative concepts for restructuring military training programs within and across the military services. Most of the research discussed within comes from work conducted in RAND's Arroyo Center, the Army's federally funded research and development center (FFRDC) for studies and analysis. However, where appropriate, the report draws upon research conducted in RAND's two other military FFRDCs-the National Defense Research Institute (NDRI), which serves the Office of the Secretary of Defense (OSD), the Joint Chiefs of Staff, and the defense agencies; and Project AIR FORCE, which serves the Air Force.

Book excerpt: Individual training, which prepares soldiers to perform a military occupation and which occurs in classrooms, on job sites, and through self-development, is a large and costly part of Army operations, making it a tempting target for budget reductions. The army has proposed several measures to reduce costs, under two general approaches: 1) shift training from schoolhouses to job sites; and 2) make more use of mediated training technologies. With respect to the first approach, research shows that: 1) Army techniques for determining curricula for school and work-based training are sound; and 2) as training is shifted from school to work, costs and savings depend on the capacity for absorbing additional training in the field. With respect to the second approach, research shows that: 1) there is considerable room to increase the use of technology in schools; 2) most savings are obtained by adapting existing resources; and 3) technology should be used to replace, not enhance, hands-on-training. These general lessons also seem relevant for civilian education and training, especially in technical fields.

Book excerpt: Competition for scarce resources -- both dollars and soldiers -- has driven the Army to explore ways to reduce the costs and infrastructure needed to conduct military education and training. Resources devoted to military education and training are substantial; in FY00, the Active Component training institutions cost the Army $5.7 billion to run and absorbed 44,500 staff and 74,000 trainee man-years. The Army not only wants to reduce the resources it devotes to the training base, it also seeks to improve the performance of its schools. To achieve these goals, the Army has undertaken various initiatives to restructure and modernize its individual training system, including, for example, establishing the Total Army School System and The Army Distance Learning Program (TADLP). The task is a tough one: improve performance while reducing resources. The range of strategies the Army could pursue complicates the task. Which of them offer the best chance for success? RAND Arroyo Center has examined the Army's recent initiatives along with a number of others, and its analysis suggests that four strategies could help the Army achieve its goal: (1) Integrate Active (AC) and Reserve Component (RC) training institutions, (2) Expand the use of educational technologies in Army schools, (3) Leverage "flexible" distance learning technologies, and (4) Increase the use of the private sector in Army training. Book excerpt: As part of its ongoing efforts to enhance unit readiness while reducing infrastructure and costs, the U.S. Army has taken steps to consolidate its complex system of schools and training centers and to improve training standards. A major objective of this educational reform process is to establish a Total Army School System (TASS) with fully accredited and integrated schools that provide standard, high-quality training and education for all components of the Army, both active (AC) and reserve (RC). Given the magnitude of the changes implied in this restructuring ini- tiative, the Army asked RAND's Arroyo Center to assess the performance and efficiency of the existing Army school system, including a prototype regional system of RC schools. The results of this assessment are presented in TJ%e Total Anny School Syste%n: Recommendations for Future Policy.' Arroyo researchers conclude that while the Army is moving in the right direction with the new RC proto- type, even greater improvements can be achieved in the performance and efficiency of the Army school system as a whole.

Book excerpt: Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.
